According to FEI rule book, nation with higher number of participations ranks higher, if it's still a tie, total of penalties across all legs. Spain and Italy both competed in all events so it will go to the later in case of a tie.

:ESP Spain just pulled out of the competition in Boekelo

 

therefore :ITA Italy are mathematically qualified to the Olympic Games in Paris :cheer:
