Apparently, South Sudan was allowed to nominate 3 universality athletes for athletics (I guess it could be a gift for debut or something). Anyway, South Sudan wasn't in that article about nations with 1 or 2 athletes so I guess they will indeed have 3.

Exactly. Every other countries not listed in that article will have at least 3 athletes.
