Swimming Qualification to Summer Olympic Games Paris 2024

Folks, can someone confirm the relay qualification for me?  I had presumed that Top 3 from Japan 2023 WC qualified. Then the final 13 would be decided by the best times over both Japan and Doha (ie a country could afford to miss Doha if they had, say, finished 5th in Japan - knowing their time wouldn't be bettered)

 

Now that I'm reading the qualification document again, I see it's only based on the Doha results (aside from the top 3 already in)?

Have I got this wrong the entire time?

 

EDIT:  I was looking at an old qualification document.  The new one is here and confirms its times from both events!

Think that may be an outdated version of the qualification document - the latest version dated January 2023 is different and includes results from Fukuoka.

I decided to do a quota simulation for Paris, based off the 2022/2023 World Aquatic Championships prelims/finals relay results. I’m doing this in two parts, as I’m about to watch the Australian Open. Without further ado, here’s the men’s relays that would be qualified:

Really hoping that Ukraine this time will not f.d up with relays, because in the 4x100 medley, we have decent chances to qualify with Zheltiakov, Bukhov, Ovchinnikov, and Kesil, these young guys (except Ovchinnikov) already have qualified to Paris via OQT, so I'm crossing my fingers to see will we participate in this relay or not.
