The quotas awarded next year through the OQS will be to the top 6 athletes and are specific to those athletes. The quotas available from the world champs )both this year's and last) are awarded to the NOC.
So if Rimu Nakamura finishes in the top 6 next year, he would get a quota and Japan would be able to name second rider based on their 2022 world champs quota. Likewise, if Reilly finishes in the top 6, GBR will be able to do the same.

ExpandYou are right. These results will be used to determine containental spots first, so there are many options, it's impossible to say these contries have guaranteed spots in Paris. Sure, chances of them not being there are small, but their participation is not 100%
I guess one quota will go to Africa certainly. No chance that someone from Africa will be in Top 6 in the 2024 series.

I think South America has a good chance to end up among top 6 in 2024 as well (ARG and VEN).
