Instead, we can think which NOC which has previously won at least one gold in certain team sport event should win in our imaginary games. And that means we could think of e.g. USA women's water polo team for our imaginary games as a team of all the best athletes from all their gold medal teams altogether. Each event has an option "I WILL PASS THIS EVENT" for those who want to take part in the polls but don't want to vote in every event.
