Wrong. After losing its license RUSADA controlled by UKAD (United Kingdom antidoping). ESPN wrote: "UKAD's formal role ended in June, after it helped develop a test distribution plan for the rest of this calendar year". Until June 27 this "formal role" means: RUSADA can do only what UKAD and International experts ask it to do and nothing more and only in Russia. And even after that day according to WADA RUSADA can "plan and coordinate testing under the supervision of International Experts and the UK Anti-Doping Agency" https://www.wada-ama.org/en/media/news/2017-06/wada-permits-rusada-to-plan-and-coordinate-testing-under-the-supervision-of So UKAD still works. I don't know where UKAD can work outside Russia but if it will do themselves doping-test for Kulizhnikov or anybody else outside Russia - that's UKAD's test not RUSADA's and that not counted to RUSADA's stats but only in UKAD's (we don't know about its stats and ESPN too). Anyway even if Kulizhnikov or other athletes else have 0 tests when spend their time in Russia - you have to ask UKAD first why, not RUSADA. And there is another thing in ESPN text. It wrote that RUSADA has conducted 3,782 tests thus far in 2017. And 2,556 in 2016 (this year was under fully UKAD control). And of course ESPN will not write that in 2014 before UKAD's period there were 14887 tests, in 2013 even more. So those small numbers last two years - that is what UKAD asked to do but not that RUSADA wanted. -

Of course. These athletes spend most part of their time outside Russia (where RUSADA can't work) and were tested many times with international federations (nobody knows how many times but ESPN prefer to write only about 0 by RUSADA and not about international tests). These athletes intentionally staying and works with "clean" international antidoping system, but ESPN still don't happy. The other way around. I think if these athletes would have tested by RUSADA, ESPN would have ask: "Why did they test by RUSADA? They have to work only with international tests!". -

In fact teams which have qualified 5 or 6 athletes have 1 or 2 athletes just for substitute because there are no disciplines with 5 or more athletes from one country. Teams even don't have commitment to use their substitutes, so some athletes can be in the team but not to compete at the Olympics. I think maybe the IBU don't want to have more than 90 athletes in the sprint and individual races for Olympics. If the IBU will take one quota from the country with 5 or 6 athletes and will give it to country with less than 4 athletes - it will create one more place for start lists in these races.

It wasn`t official. Just an information in the media. IOC never said: "we are going to use bids for 2024 and for 2028. Please, tell us if you want to be in the fight for 2028". And the other thing: cities still have time for doing a decision about running for 2028. Not after yesterday IOC decision of course. Opposite, this decision made exactly behind close door. I think this discussion will start to lock in the cycle. -

I mean what is really reason of current climate in Olympic movement? The main thing is not circumstances but IOC, I think. The way how they did their decision is wrong. Because there are no equal chance for every city like it should be. That's bad. -

That's not about she or somebody else said or about cities which will have Olympics. That's about the equal chance for everybody what they always promote. Cities which maybe would like to bid 2028 Olympics were waiting to the start of the company like it have to be. Nobody really knows what will be (even if you will have only one bid for 2028 you can take your decision in the normal way). But what IOC decision looks like: "Cities, sorry, you were waiting in vain. Forget about your bidding for 2028. Now we don't care about how it had to work. You had to try 2024 bidding for being in 2028 battle. And we don't care about that we didn't say this previously". And the most funny thing is "exceptional circumstances". I think in general exceptional circumstances are hurricane, tsunami or something like this. IOC worked too bad last decades with how Olympics should be in the modern world and now almost no city will not bid for them. But IOC prefer to call this like "exceptional circumstances". -

Cities which maybe would like to try 2028 bid acoording to the IOC rules now even will not have a chance. Just because IOC changed their rules after the point, when the game started. IOC broke fair play rules. But nothing new. -

Of course some teams will use another way and even will win medals sometimes. Let's see 2017 World championships. Maybe I wrong but I think the most teams will use the way with man backstroke/ man breaststroke/ woman butterfly/ woman freestyle in the final. And this tendency is unfair for the opposite style athletes of both genders. -

This new swimming event 4 x 100m Mixed Medley Relay looks unfair for both genders. Differences between men and women in breaststroke and backstroke are bigger than in butterfly and freestyle. So the best teams will use man backstroke/ man breaststroke/ woman butterfly/ woman freestyle. -

I remember Salt Lake City 2002 game. There were 6 disciplines: men's alpine skiing downhill, men's ski jumping K120, men's snowboard PGS, women's alpine skiing slalom, women's freestyle aerials and 2-man bobsleigh. -
