Only athletes ranked in the top-30 will be considered for this allocation. If a region has no athlete in the top-30 of a particular Ranking, this slot is given to the next highest ranked athlete (not yet qualified) regardless of region. Individual Paralympic Ranking List Allocation The three (3) highest ranked athletes (not yet qualified) in each individual medal event on the Individual Paralympic Ranking List closing on 31 May 2024 obtain one (1) qualification slot, up to a maximum of two (2) slots per NPC in each medal event (including any slot obtained from the method above). If an NPC would achieve more slots than the maximum quota per NPC, then slots will be allocated to the athletes with the highest ranking position. If two or more athletes have equal ranking positions, slots will be allocated to the athlete(s) with the highest ranking points. If two or more athletes have equal ranking positions and points, slots will be allocated to the athlete(s) with the best placement at the 2023 World Championships.

If an NPC enters three (3) or more Athletes who meet the criteria required to form a team, then that NPC must compete in the Team medal event. Team Qualification The highest ranked team (not otherwise qualified) on the FEI Paralympic Team Ranking List from each of the following regions will obtain four (4) qualification slots for their NPC: Africa Americas Asia Oceania Should a region not have an eligible team, the relevant slots will be allocated, regardless of region, to the next highest ranked NPC (not otherwise qualified) on the FEI Paralympic Team Ranking List. The two (2) highest ranked teams, regardless of region, on the FEI Paralympic Team Ranking List (not otherwise qualified) will each obtain four qualification slots for their NPC. The FEI Paralympic Team Ranking List, covering the period of 1 January 2023 to 31 December 2023, is a Team Ranking based on each team’s best team results from two (2) qualifying events added together. Individual Qualification Only NPCs that have not earned qualification slots through any of the above allocation methods are eligible to receive qualification slots through the FEI Paralympic Individual Ranking List Allocation method. The FEI Paralympic Individual Ranking List, covering the period of 1 January 2023 to 31 December 2023, is an Individual Ranking based on each Athlete’s accumulated ranking points of a maximum of six (6) best results obtained in FEI Para Equestrian qualifying competitions. The three (3) highest ranked Athletes from each of the following regions each obtain one (1) qualification slot for their NPC, irrespective of Grade, and up to two (2) slots per NPC: Africa Americas Asia Europe Oceania Should a region not have eligible Athletes, the relevant slots will be allocated to the next highest ranked NPC on the FEI Paralympic Individual Ranking List regardless of region.

An NPC can be allocated no more than thirteen (13) male and seven (7) female athlete Individual qualification slots for a maximum quota allocation of twenty (20) qualification slots per NPC, with Tandem being counted as one (1) athlete. Exceptions may be granted through the Bipartite Commission Invitation Allocation method. An NPC can enter a maximum of three (3) eligible athletes per Individual medal event. For the Individual Road Race medal events with combined sport classes an NPC can enter a maximum of three (3) eligible athletes per sport class and a maximum of five (5) eligible athletes per Individual Road Race medal event. Each athlete must enter a minimum of two (2) medal events (Individual or Team). An NPC can enter a maximum of one (1) team per Team medal event. 2022 UCI Nations Ranking allocation The highest ranked NPCs on the UCI Para Cycling Nations Ranking Lists for each gender combined (Road and Track) closing 31 December 2022 each obtain one (1) qualification slot up to the maximum regional quotas below: Region Men Women Europe 23 14 Americas 10 5 Asia 7 4 Oceania 3 2 Africa 4 3 Total 47 28 In order to maintain their slot(s) allocated under this method, NPCs must have had at least one (1) athlete for each allocated gender slot participating in one (1) of the following competitions: 2023 UCI Para-Cycling Track World Championships 2023 UCI Para-Cycling Road World Championships Any 2023 or 2024 UCI Para-Cycling Road World Cup prior to 30 June 2024 2024 UCI Para-Cycling Track World Championships Any slots not allocated under this method will be allocated via the 2024 UCI Paralympic Ranking Allocation method. The same applies for qualification slots which could not be confirmed due to an athlete not participating in one (1) of the above-listed events. 2024 UCI Paralympic Ranking allocation A combined (Road and Track) ranking called the 2024 UCI Paralympic Ranking will be used to allocate all remaining slots except for five (5) male and five (5) female bipartite slots. Events included in the 2024 UCI Paralympic Ranking will be the 2023 UCI Para-cycling Road World Championships, the 2023 and 2024 UCI Paracycling Track World Championships, and the 2023 and 2024 UCI Para-cycling Road World Cups taking place prior to 30 June 2024. A maximum of 3 athletes per nation per sport class will score points at each of the above competitions. The factor used to calculate the number of male qualification slots allocated through the 2024 UCI Paralympic Ranking Allocation method will be determined by adding the ranking points of all NPCs on the UCI Para-cycling Ranking closing 30 June 2024, and then dividing the total by the number of available male qualification slots. Each NPC’s points will then be divided by this factor to calculate the number of male qualification slots for each NPC, up to a maximum of thirteen (13). The factor used to calculate the number of female qualification slots allocated through the 2024 UCI Paralympic Ranking Allocation method will be determined by adding the ranking points of all NPCs on the UCI Para-cycling Ranking closing 30 June 2024, and then dividing the total by the number of available female qualification slots. Each NPC’s points will then be divided by this factor to calculate the number of female qualification slots for each NPC, up to a maximum of seven (7). UCI reserves the right to make minor adjustments to the factor in order to achieve the intended total allocation of male and female qualification slots. In most instances the allocation figure will be rounded up to the next whole number. However, at UCI’s discretion allocation figures with .40 or below may be rounded down.

Teams and Pairs The top four (4) highest ranked NPCs (not otherwise qualified) on the BISFed Boccia Teams World Ranking List closing 31 December 2023 obtain one (1) male, one (1) female and one (1) gender-free qualification slot. The top four (4) highest ranked NPCs (not otherwise qualified) on each of the BISFed Boccia Pairs World Ranking List closing 31 December 2023 obtain one (1) male and one (1) female qualification slot. Individual The two (2) highest ranked athletes in each of the BISFed Boccia Individual World Ranking Lists closing 31 December 2023 obtain one (1) qualification slot provided that their NPC has not obtained a qualification slot in the corresponding Teams or Pairs event, and up to the maximum quota per NPC. If an NPC would achieve more than ten (10) slots, then the NPC must select which slots it wishes to maintain.

An NPC may be allocated a maximum of ten (10) male and ten (10) female qualification slots for a maximum total of twenty (20) slots. Exceptions may be granted via the Bipartite Commission Invitation method. An NPC can enter a maximum of one (1) Doubles pair comprised of two (2) athletes per Doubles event which must have qualified via the Race to Paris Paralympic Doubles Ranking List. Exceptions may be granted via the Bipartite Commission Invitation method or if the BWF – in its sole discretion - invites players already qualified in the singles events to create a doubles pair to be added to the events. Not more than two (2) doubles pairs per NPC can enter a doubles event. An NPC can enter a maximum of one (1) Mixed Doubles pair comprised of two (2) athletes in the Mixed Doubles event which must have qualified via the Race to Paris Paralympic Mixed Doubles Ranking list. Exceptions may be granted via the Bipartite Commission Invitation method or if BWF – in its sole discretion - invites players already qualified in the singles events to create a mixed doubles pair to be added to the events. Not more than two (2) mixed doubles pairs per NPC can enter a mixed doubles event. An NPC can enter one (1) eligible athlete per Singles event if they qualify via the Race to Paris Paralympic Singles Ranking qualification method. Both players from a Wheelchair pair that qualifies for their Men's or Women's Doubles event automatically gain entry into their respective Singles events and are obligated to play in those events. Every male and female SL3, SL4, SU5 and SH6 player who qualifies in the Mixed Doubles event automatically gains entry into their respective Singles event and is obligated to play in that event. If qualified athletes in singles in WH1 and WH2 (both male and female) come from the same NPC the BWF may decide – in its sole discretion - to invite a maximum of two (2) WH1-WH2 Doubles pairs per NPC (in both male and female) to enter. If more than two (2) Doubles pairs with athletes from the same NPC can be created from the athletes qualifying in singles the Bipartite Commission – in its sole discretion - will decide how many and which Doubles pairs will be invited to enter. If qualified athletes in singles in SL3, SL4 and SU5 (both male and female) come from the same NPC the BWF – in its sole discretion - may decide to invite additional SL3-SU5 Mixed Doubles pairs to enter. If more than two (2) SL3-SL5 Doubles pairs with athletes from the same NPC can be created from the athletes qualifying in singles the Bipartite Commission – in its sole discretion - will decide how many and which SL3-SU5 Doubles pairs will be invited to enter. If qualified athletes in singles in SH6 (both male and female) come from the same NPC the BWF – in its sole discretion - may decide to invite additional SH6 Mixed Doubles pairs to enter. If more than two (2) SH6 Mixed Doubles pairs with athletes from the same NPC can be created from the athletes qualifying in singles the Bipartite Commission – in its sole discretion - will decide how many and which SH6 Mixed Doubles pairs will be invited to enter.
