This confirms Russian C2 at the Olympics. Polish Canoe Federation appealed against allowing AIN athletes competing in pairs (or more) but not teams yet but it seems to be a lost case as AIN pairs are allowed in other sports like tennis.

Numbers on the wiki are not up to date as some people added reallocation of unused quotas but didn't update the summary.

And to be honest, I'm not sure if your interpretation is correct for two reasons.
1) There should be one athlete listed per distance in one batch even though 2nd best athlete has better score than 1st best in another distance. Unless one athlete has the best OCT in two distances.
