Sure they have, it's math.  The most ranking points that 7th place Japan can get is 3975, and the least that USA can get is 4050, Canada 4070.

plus if RUS not eligible, the 2nd highest of the final tournament will replace them, I would opt for or just because both and will be on the same group and may lose points and goal differences in total, while and can easily run the score against other bumbs in their groups
