But seems a bit like wild card to me since the nations can choose event they want. Well technically they were selected due to having the most athletes with an MQS so there is some measure of competition. Also the nation can choose which athlete to give the quota to, kind of like in weightlifting where nations win athlete quotas and then later choose who to use it on.
