You don't change regulations one year before the olympics and assume the host will change all its plans accordingly (specialy for a major venue like the swimming pool). The Olympics are not a 12 months project... It has to be assume that these new regulations are post-Paris. The Organizing Committee applied to the 2021-2025 regulations that were in force by then FINA.
