Well, I don't think draw is much of an issue. It should be possible to randomly pick a number (perhaps somewhere in the middle (11-30?), so that top/bottom part don't get too disturbed) and then move everyone behind a spot. Don't know about the rest of the issues though.

A new forum can be a VERY confusing place. Really, why would anyone new assume that this contest always has different organizer? Is that even written in the rules? Also, remember that the Turkish user immediately entered an eligible song (released after January 1, 2017). Odds are that he actually read the rules, and not that he's some clueless rando.

For me it's reasonable for a new user to think that organizer (or rather, the person who receives the votes) is always the same... Besides, such decision is also not favorable for users that liked the Turkish entry and awarded it points.

Groups signify each nation's base in Brazil + each nation's team for the inaugural TISC Team Challenge. Points of each team member will be summed to determine the team ranking. Team Challenge will have its podium and everything like the usual contest. Brazil meanwhile will have a special role, which hasn't been fully decided yet. And Antarctica is with you because it's Gramado. From what I understand, Gramado has some sort of ice stadium or something like that.

This team allocation part is a great addition. Usually I would be disappointed with #23 draw (again not early ), but I'm too happy about Ouro Preto to be disappointed.
