    Doping goes on in every country in the world. What doesn't go on in every country is a system where the government is involving in hiding drug use, That's the big problem with Russia (and probably a handful of other countries).

    Very difficult to know. My understanding, based on Yugoslavia in 1992, is they can appear in relays and team events in individual sports (like pairs skating) but not in team sports like ice hockey and curling. But rules can change if the IOC wants it.
