Not shocking. You get money and you spend it on what is not needed and that results in no good results here. Their funding will literally be next to nothing next cycle, coupled with this media article, I think its safe to say there will be major changes.

Also means we will see like 50%+ of the funding going to swimming and athletics for the next quad. Canoeing is the biggest loser here, 3 to 0 medals. The RBC Olympian program is apparently identifying the next rowers and canoeists, and it found the next gem in athletics (Pierce LePage in decathlon).
