Well I think there's always countries who announce it at the last moment. Like the Netherlands, our flagbearer is usually announced 1-2 days before the opening/closing ceremony

Well. Phelps is there for the last time.  Broke all records etc.  But my feeling is rhode.  Smaller sport.  5 time medalist.  Also possibly last games

He was there in 2012 for the last time too  

 

Rhode would be very nice, a true legend indeed, and not in a sport in which you can win a trainload of medals in one Olympics.
