Would be useful to see the rest of the document as on first reading, it doesn't ring true.

 

Very unlikely that there would be no reference to continental qualifiers and that there would be more quotas available at World Cup level than there would be at World Championship level.

 

That being said, there was an FIG Executive Committee meeting on 8th May where they did discuss the LA qualification pathway across the gymnastic disciplines:
