It looks like some IF do not know the meaning of the word "individual"

This is the same approach that other federations have taken - they are applying the ban to Russian teams but sports like Canoe, Rowing and Tennis do not define a pair/double as a team.

The only real question - if this athletes do not represent their state, NOC and national federation but themselves onlt: what ground can be legally used to compose those pairs or doubles?
