Nope, Trump personally ordered the attack. Also, pretty much confirmed he was proud of the attack by tweeting an American flag 40 minutes ago.

Only becouse it was wrote in thw the statement? :p As you know, POTUS have almost no powers in the forengine politics.

So 2020 is off to great start :p

 

Ive been sick since the 1st. The GOP is probably going to overturn Roe v. Wade (probably causing massive social unrest). I found out my old girlfriend now has a boyfriend. Plus, Trump possibly started WW3. :facepalm:

Actually, the President has a ton of foreign policy power. Over the last 6/7 decades we’ve signed legislation to increase the President’s foreign policy power. Trump is well within his rights to order an attack like that. In fact, I’d be rather normal if he did. The difference is who he chose as the target. 
 

I don’t think WW3 will happen either, but it’s fun to play into the hysteria (and build it up against Trump in the looming election)

But it's true only on the paper. The decisional power for the international crisis is still in the Pentagon's hands ;)

No, the President has the power to order military strikes, and even deploy the military in a foreign country for 14 days (I think). 
 

Congress votes to formally declare war. The rest lies with the President and US Security Counsel.

But in Italy, like in the United States and all other countries of the world, we have a difference between the material law and the formal law (i'm not sure about the translation, but it's the Mortati's legal doctrine). The written law and the law that applies in the custom could be different ;)

Yes, that would called expressed powers (written), and implied powers (what we think people can do based off the constitution because it doesn’t explicitly say they can or cannot). However, either way, Trump was well within his right to order an airstrike.
