I haven't heard anything from :NRU or :SOM yet, but I imagine the IOC will make sure they will attend.

I contacted the Belize Olympic Committee

 

They confirmed a quota for the men's 100M (Athletics)

 

They hope for a quota in canoeing and/or sailing
