yes...

unless the leader makes a dumb mistake (choosing the wrong trajectory, for instance), it's impossible to overtake...

One wonders how this ever got invented. We are talking about kayak racing in a narrow canal. Of course it is going to be physically difficult to move one kayak in front of another.
