But in road cycling what is considered the peloton is not necessarily the biggest group

 

If 10 riders can't keep up anymore with 8 others, those 8 others are not necessarily attackers and might be considered the main group, even though they're not the biggest group. And it's even harder when the whole thing is ripped apart into a ton of 'groups' of 2 and 3 riders
