As you correctly said USA got one of the spots, which due to them exceding the quota in men's kayak, will be reallocated. If the USA is one of the five nations in K1 1000m, we have Canada, Uruguay, Colombia and Belize who finished ahead of T/T. So how can T/T qualify?
