It is in fact a Tournament for nations aiming to start (some return) one day to the World Championship program but currently do not have an IIHF required ice rink (which is one of the conditions to take part in the WCh program since a couple of years when IIHF strengthened its rules). However they can take part in this developement tournament every year if they wish.
