Most likely there will be no Brazil at the winter and summer Universiade next year. The government has taken away an absolute shitload of money from the sports ministry to other ministries (not entirely sure which ones), which is causing very, very big problems in Brazilian sports at the moment (at least in the winter sports). CBDN (winter sports federation) can keep running for now, but CBDU (university sports federation) basically has no money to support any kind of team at a Universiade.

Well I'm more or less sure to go to the Arber IBU Cup (booked the same appartment as last time), going there or not depends on exactly how stuff will go with the Brazilian federation (as in, if there'll be money available for them to compete there).
