Road cycling quotas gained from the time trial at the 2023 Pan American Championships:

 

Women - :USA:CAN:PAR:TTO:COL:USA

Men - :COL:COL:BER:URU:BER:PAN

Indeed, it doesn’t day anything about cyclists already gaining another one, so I think that as long the country doesn’t surpass the 3 athletes per gender exclusive to Road, that athlete might get one quota in TT and the other in the individual race.

:USA:CAN:COL:BRA:COL:MEX:BRA:CRC:CUB:URU:DOM:CUB:ARG should be the allocation of quotas from the women’s road race (assuming there are no rules about riders earning more than one quota).

:CAN:ARG:CAN:URU:ECU:BRA:CRC:GUA:BRA:GUA:BRA:CRC:VEN should be the men’s quotas from the road race at the COPACI Championships.
