no idea. I just repeated what I read but I won't be surprised if they make a mistake like this. the officials here are usually terrible in reading the rules. if I remember correctly they sent an Ice hockey team to the Games back in 2017 but most of the players were ineligible to play per IIHF rules and they played some friendlies instead btw there is a federation, but not an ISU member. Ice Skating (which has a very very limited activity here) was a part of Skating (roller sports) federation but now moved to Skiing federation which officially changed its name to Skiing and Winter Sports Federation. -
