MAXIMUM QUOTA ALLOCATION PER NPC An NPC may be allocated a maximum of one (1) mixed team qualification slot. An NPC may be allocated a maximum of one (1) mixed doubles qualification slot. ATHLETE ELIGIBILITY To be eligible for selection by an NPC, athletes must: be internationally classified in an eligible sport class with a sport class status of (i) Confirmed; or (ii) Review with a fixed review date after the 2025/2026 season MAXIMUM ENTRY PER NPC An NPC may enter a maximum of one (1) mixed team comprised of five (5) eligible athletes. Both genders must be represented on each mixed team. An NPC may enter a maximum of one (1) mixed doubles comprised of two (2) eligible athletes. Both genders must be represented on each mixed doubles. Each athlete may only be entered in a maximum of one medal event. QUALIFICATION SYSTEM Qualification slots will be allocated as follows: Method Qualification Total Paralympic Qualification Points List Allocation The nine (9) highest ranked member associations on the Paralympic Qualification Points List closing after the 2025 World Wheelchair Curling Championships will each obtain one (1) mixed team qualification slot for their NPC. Should they finish in the Top-12 at any World Championships, they will be ranked but no Paralympic Qualification points will be allocated. NPCs that have not replied by this date will have lost their slots and World Curling may reallocate them. By 30 September 2025, World Curling will confirm in writing the reallocation of any unused mixed team and mixed doubles qualification slots. By 31 October 2025, NPCs must officially declare their use of their allocated slots. Any NPC that fails to use any of its allocated slots having declared that it will do so may be subject to sanctions by the IPC and World Curling. REALLOCATION OF UNUSED QUALIFICATION SLOTS Any qualification slot that is not used by an NPC will be reallocated to the next highest ranked mixed team or mixed doubles on the Paralympic Qualification Points List. If there are no mixed teams or mixed doubles left on the Paralympic Qualification Points List, any unused qualification slot will be reallocated to the highest ranked mixed team or mixed doubles (not yet qualified) on the World Curling Wheelchair Curling/Wheelchair Curling Mixed Doubles World Ranking List as of 30 June 2025.

The qualification slot is allocated to the NPC, not to an individual athlete. In the case of a Bipartite Commission Invitation, the slot is allocated to the individual athlete, not to the NPC. MAXIMUM QUOTA ALLOCATION PER NPC An NPC may be allocated a maximum of ten (10) male qualification slots and four (4) female qualification slots. Exceptions may be made via the Bipartite Commission Invitation allocation method. ATHLETE ELIGIBILITY To be eligible for selection by an NPC, athletes must: hold an active FIS athlete license for the 2025/2026 season; be born in the year 2010 or earlier; and be internationally classified in an eligible Sport Class with a Sport Class Status of either (i) Confirmed or (ii) Review with a Fixed Review Date after the 2025/2026 season (e.g., R-2026, etc.). For Banked Slalom ("BSL") Events: be ranked and have achieved 100 FIS Points or more on the FIS (Dual) Banked Slalom Ranking List as of 15 February 2026 (exceptions may be made via the Bipartite Commission Invitation allocation method). For Snowboard Cross ("SBX”) Events: be ranked and have achieved 100 FIS Points or more on the FIS Snowboard Cross Ranking List as of 15 February 2026 (exceptions may be made via the Bipartite Commission Invitation allocation method). MAXIMUM ENTRY PER NPC An NPC may enter a maximum of three (3) eligible athletes per medal event. Each entry must be made in the sport class from which the qualification slot was obtained. QUALIFICATION SYSTEM Qualification slots will be allocated in the following order: Method Qualification Total 2024/2025 FIS World Ranking List Allocation The eight (8) highest ranked male athletes in each medal event on the FIS World Ranking List as of 5 May 2025 each obtain one (1) qualification slot for their NPC up to the maximum quota. The five (5) highest ranked SB-LL2 female athletes in each medal event on the FIS World Ranking List as of 5 May 2025 each obtain one (1) qualification slot for their NPC up to the maximum quota. The three (3) highest ranked SB-LL1 female athletes in each medal event on the FIS World Ranking List as of 5 May 2025 each obtain one (1) qualification slot for their NPC up to the maximum quota. If two or more athletes are tied for the last available slot, all such athletes will obtain one (1) slot for their NPC. The slot will be deducted from the Bipartite Commission Invitation allocation quota. In the case that an athlete is eligible for slot allocation in more than one (1) medal event under this method, they will only obtain one (1) qualification slot for their NPC in the medal event where they are ranked higher (if an athlete holds the same position in multiple rankings the qualification slot will be determined by the ranking in which they have more points). If an athlete holds the same position and same points in multiple rankings, the qualification slot will be determined by the event in which the athlete has more World Cup Points. If the athlete has the same amount of World Cup Points in multiple rankings, the qualification slot will be determined by the event in which the athlete achieved higher ranked World Cup finishes in the 2024/2025 World Cup season. If the athlete holds the same position in the World Cup finishes in the 2024/2025 season for multiple events, the athlete obtains the slot for the NPC in the banked slalom event. Any slots that cannot be allocated through this method may be allocated via the Bipartite Commission Invitation allocation method (see below). 48 male athletes 16 female athletes Representation Allocation Should an NPC not have obtained a minimum of one (1) qualification slot in each gender via the aforementioned methods, it may earn up to one (1) male and one (1) female slot if the NPC has athlete(s) of that gender which have achieved a valid result in at least one FIS sanctioned race of the 2024/2025 season. Should the number of eligible NPCs per gender via this method exceed the number of available slots, the highest ranked athletes per gender from each of these eligible NPCs will obtain one slot for their NPC until all available slots under this method have been allocated. Any slots that cannot be allocated through this method may be allocated via the Bipartite Commission Invitation allocation method (see below). 10 male athletes 2 female athletes Bipartite Commission Invitation Allocation Seven (7) male athletes and two (2) female athletes will be considered by FIS and the IPC for Bipartite Commission Invitation slots. Bipartite Commission Invitation slots do not allow entry in all medal events; the invitation will specify which events the athlete is invited to enter. NPCs that have not replied by this date will have lost their slots and FIS may reallocate them. By 16 February 2026, FIS will confirm in writing the reallocation of all unused qualification slots. By 16 February 2026, NPCs must officially declare their use of their allocated slots. Any NPC that fails to use any of its allocated slots having declared that it will do so may be subject to sanctions by the IPC and FIS. REALLOCATION OF UNUSED QUALIFICATION SLOTS Any qualification slot that is not used by an NPC may be reallocated through the Bipartite Commission Invitation allocation method by 16 February 2026. Any slot(s) returned or unused after 16 February 2026 may be redistributed at the sole discretion of the IPC.

ATHLETE ELIGIBILITY To be eligible for selection by an NPC, athletes must: hold a valid World Para Ice Hockey Licence; be a national of the country that his or her NPC represents; be at least 16 years of age on 1 January 2026; and be internationally classified in an eligible sport class with a sport class status of (i) Confirmed; or (ii) Review with a fixed review date after the 2025/2026 season. MAXIMUM ENTRY PER NPC An NPC may enter a maximum of one (1) team comprised of either seventeen (17) eligible male athletes or eighteen (18) eligible athletes of whom a minimum of one (1) athlete must be female. QUALIFICATION SYSTEM Qualification slots will be allocated as follows: Method Qualification Total 2025 World Championships A Pool Allocation The five (5) top-ranked teams each obtain one team qualification slot for their NPC. 5 teams 2025 Paralympic Qualification Tournament Allocation The two (2) top-ranked teams each obtain one team qualification slot for their NPC. This tournament will be contested by the teams ranked 6, 7 and 8 at the 2025 World Championships A Pool and the three (3) top-ranked teams from the 2025 World Championships B Pool. Any unused entry positions for the Paralympic Qualification Tournament will be allocated to the next-highest ranked team at the 2025 World Championships B Pool. 2 teams Host Country Allocation The host country qualifies one (1) team, subject to participation in both the 2023 and 2025 World Championships (A or B Pool). If the host country qualifies via the 2025 World Championships A Pool Allocation, the additional slot will be allocated to the third-highest ranked team at the 2025 Paralympic Qualification Tournament. The qualification slot is allocated to the NPC, not to an individual athlete. In the case of a Bipartite Commission Invitation the slot is allocated to the individual athlete, not to the NPC. MAXIMUM QUOTA ALLOCATION PER NPC An NPC may be allocated a maximum of eighteen (18) male qualification slots and fourteen (14) female qualification slots. Exceptions may be made via the Bipartite Commission Invitation allocation method. ATHLETE ELIGIBILITY To be eligible for selection by an NPC, athletes must: be born in the year 2010 or earlier; be internationally classified in an eligible Sport Class with Sport Class Status of either (i) Confirmed or (ii) Review with a Fixed Review Date after the 2025/2026 season (e.g., R-2026); and For Para biathlon Events: hold an active IBU athlete license for competing in Para biathlon events for the 2025/2026 season; have participated in at least one IBU sanctioned competition in the 2024/2025 season or in at least one IBU sanctioned competition in the 2025/2026 season (exceptions to this requirement may be granted through the Bipartite Commission Invitation allocation method); and be ranked and have achieved 240 points or less on the Para Biathlon Ranking Points List* as of 15 February 2026 (exceptions may be granted through the Representation allocation and Bipartite Commission Invitation allocation methods). For Para cross-country skiing events: hold an active FIS athlete license for competing in Para cross-country events for the 2025/2026 season; have participated in at least one FIS sanctioned competition in the 2024/2025 season or in at least one FIS sanctioned competition in the 2025/2026 season (exceptions to this requirement may be granted through the Bipartite Commission Invitation allocation method); and be ranked and have achieved 240 points or less on the Para Cross-Country Skiing Ranking Points List as of 15 February 2026 (exceptions to this requirement may be granted through the Representation allocation and Bipartite Commission Invitation allocation methods). MAXIMUM ENTRY PER NPC An NPC may enter a maximum of seven (7) athletes per medal event and gender, and a maximum of four (4) athletes per sport class in each medal event. Exceptions may be made via the Bipartite Commission Invitation allocation method. An NPC may enter a maximum of one (1) team per relay event comprised of athletes who have each been entered in at least one (1) individual event. QUALIFICATION SYSTEM Qualification slots may be allocated in the following order: 1. 2024/2025 FIS/IBU World Ranking Factor allocation: Athletes who are ranked in Para cross-country skiing and/or Para biathlon may obtain qualification slots for their NPC in accordance with the World Ranking Factor allocation method, as set out below. 2. Compensation allocation: A number of NPCs will receive slots via a compensation mechanism addressing the margins of rounding within the World Ranking Factor allocation method, as set out below. 3. Representation allocation: NPCs who have not obtained a minimum of one qualification slot per gender via either of the above methods may obtain a maximum of one slot per gender through the Representation allocation method, as set out below. 4. Bipartite Commission Invitation allocation: Ten (10) slots have been reserved for allocation via Bipartite Invitations, as set out below. Method Qualification Total 2024/2025 FIS/IBU World Ranking Factor Allocation Each male athlete with 240 points or less on the FIS Para Cross-Country Skiing World Ranking Points List on 5 May 2025 and/or 240 points or less on the IBU World Ranking Points List* on 5 May 2025 obtains one (1) qualification slot for their NPC up to the maximum quota. Each female athlete with 240 points or less on the Para Cross-Country Skiing World Ranking List on 5 May 2025 and/or 240 points or less on the IBU World Ranking Points List* on 5 May 2025 obtains one (1) qualification slot for their NPC up to the maximum quota. In the case that the total number of male and/or female athletes with the required points score on 5 May 2025 exceeds the number of slots available per gender, a factor allocation will be established for each gender as follows: (A / B) x C = number of slots per NPC per gender A – NPC’s total number of male/female athletes that meet the Ranking Factor allocation points requirement B – Total number of male/female athletes from all NPCs that meet the Ranking Factor allocation points requirement C – Total number of available slots from Ranking Factor allocation per gender Each NPC’s allocation will be rounded down to the nearest whole number (up to the maximum quota) or rounded up to one (1) if the factor allocation result is lower than one (1). Any slots that cannot be allocated through this method may be allocated through the Compensation allocation method (see below). 90 male athletes 55 female athletes Compensation Allocation In case the total number of male and/or female athletes with the required points score on 5 May 2025 exceeded the number of slots available per gender, and a factor allocation was established, any NPC whose calculation result in the World Ranking Factor allocation above showed a decimal between .51 and .99 and whose allocation was rounded down receives one qualification slot of the respective gender. In case fewer slots per gender are available under this method than eligible NPCs, slots under this method may be allocated according to the following priorities: 1. Beginning with NPCs with the fewest athletes per gender after World Ranking Factor allocation and progressing towards NPCs with the most athletes after Ranking Factor Allocation. 2. For NPCs with the same number of slots per gender after World Ranking Factor allocation, the NPC(s) with the highest factor decimal first (.99 or closest to .99) and then in descending order. This Compensation allocation method will be applied until all available slots have been allocated or until all NPCs with a factor decimal of .51 or higher have received their respective slots. Any slots that cannot be allocated through this method may be allocated through the Representation allocation method (see below). 5 male athletes 5 female athletes Representation Allocation Should an NPC not have obtained a minimum of one (1) qualification slot in each gender via the aforementioned methods, it may earn up to one (1) male and one (1) female slot if the NPC has athlete(s) of that gender who participated in at least one FIS or IBU sanctioned competition of the 2024/2025 season. Should the number of eligible NPCs per gender via this method exceed the number of available slots, the highest ranked athletes per gender from each of these eligible NPCs on either the FIS Para Cross-Country Skiing World Ranking Points List on 5 May 2025 or on the IBU Para Biathlon World Ranking Points List* on 5 May 2025 will obtain one slot for their NPC until all available slots under this method have been allocated. Bipartite Commission Invitation slots do not allow entry in all Para cross-country Skiing medal events; the invitation will specify which events the athlete is invited to enter. To be considered for the Bipartite Commission Invitation allocation for Para cross-country skiing events, athletes must fulfil one or both of the following criteria: be ranked and have achieved 640 points or less in at least one Para cross-country skiing competition in the 2025/2026 season by 15 February 2026; or be ranked and have achieved 480 points or less on the Para Cross-Country Skiing Ranking Points List as of 15 February 2026). Bipartite Commission Invitation slots do not allow entry in all Para biathlon medal events; the invitation will specify which events the athlete is invited to enter. To be considered for the Bipartite Commission Invitation allocation for Para biathlon events, athletes must fulfil one or both of the following criteria: be ranked and have achieved 640 points or less in at least one Para biathlon competition in the 2025/2026 competition season by 15 February 2026; or be ranked and have 480 points or less on the Para Biathlon Ranking Points List* as of 15 February 2026). To be considered for a Bipartite Commission Invitation, NPCs must submit an official application in writing to IBU by 13 February 2026. 3 male athletes 3 female athletes Total 110 male athletes 70 female athletes *IBU Para Biathlon Ranking Points List to be published by IBU by April 2025 TIMELINE 5 May 2025 Closing date of the 2024/2025 FIS and IBU World Ranking Points Lists 2 June 2025 FIS and IBU confirm to NPCs in writing the number of World Ranking Factor, Compensation and Representation slots allocated 1 July 2025 NPCs confirm in writing to FIS and IBU the use of allocated World Ranking Factor, Compensation and Representation slots 24 October 2025 Deadline for Milano Cortina 2026 Organising Committee to receive accreditation forms submitted by NPCs (“Accreditation Long List”) 12 January 2026 Start of Bipartite Commission Invitation application process 13 February 2026 Deadline for NPCs to submit applications for Bipartite Commission Invitations to FIS 13 February 2026 Deadline for NPCs to submit applications for Bipartite Commission Invitations to IBU 15 February 2026 Closing date of the Para Biathlon and Para Cross-Country Skiing Ranking Points List for eligibility purposes 16 February 2026 FIS and IBU confirm in writing to the NPCs the awarding of reallocation slots and Bipartite Commission Invitation slots 20 February 2026 Deadline for Milano Cortina 2026 Organising Committee to receive sport entry lists submitted by NPCs CONFIRMATION PROCESS OF ALLOCATED SLOTS By 1 July 2025 each NPC must confirm to FIS and IBU in writing via email the number of qualification slots they will use. NPCs that have not replied by this date will have lost their slots and FIS and IBU may reallocate them. By 16 February 2026 FIS and IBU will confirm in writing the reallocation of all unused qualification slots. By 16 February 2026, NPCs must officially declare their use of their allocated slots. Any NPC that fails to use any of its allocated slots having declared that it will do so may be subject to sanctions by the IPC, FIS and IBU. REALLOCATION OF UNUSED QUALIFICATION SLOTS Any qualification slots from the FIS/IBU World Ranking Factor allocation, from the Compensation allocation or from the Representation allocation that are not used by an NPC may be reallocated through the FIS or IBU Bipartite Invitation Commission allocation methods by 16 February 2026, split as indicated in the relevant table above. Any slot(s) returned or unused after 16 February 2026 may be redistributed at the sole discretion of the IPC.

OK, now I understand. So also in archery, if NOC qualifies a team and 3 individuals, they have 4 quotas. So basically you suggest that we write how many entries each NOC has across all events? Thanks for pointing out this mistake. I'm sure there are quite a few of them, so let me know if you find them

This is an interesting point by @hondrakis. So if I understand it correctly, in shooting for example, NOC could earn max 30 quotas (2 quotas per event), instead of 15 athletes? Even if an athlete competes in more than 1 event, they are counted double? So with Milano Cortina edition underway, we're already looking towards LA 2028, and I want to ask you about you overall experience you are having with the Tracker. How often are you using it, do you have any suggestions about its improvements, what could be added or done differently.
