Pretty sure, they´ll allow it. Same as for KOR 2018 and CHN 2022. IOC need it, and they will make sure it will happen. I never was in doubt, one day such news will come. It was only a matter of time

it's the same with Baseball in the WBC, when we play with a team made mainly of pro players that have never played in Italy (some of them, they've not even been here once in their life)
