They will be counted as extra athletes, similarly to those women's quotas that were awarded to Saudi Arabia and Qatar in 2012...

Out of these nations eligible for the Tripartite Commission Invitation, only 18 of them will be awarded, as the places won by judokas from the Refugee Olympic Athletes have already taken.

 

On a worst case scenario, the IJF list might be published on a later date, as Russia and Uzbekistan have not yet completed the lineup of judokas for the Games. Some of the Russians across the majority of the Olympic sports were also alleged by a doping scandal amidst wake of the irrevocable Olympic ban for the nation's track and field athletes.

So any NOC can add more athletes in a weight category that they haven't qualified yet, as long as the maximum number of quotas has reached. Am I right?

Some changes:

-They finally removed ineligible Curacao and gave the quota to Bolivia

-Congo lost their quota in -100, but gained it in +100

-Mali got Congo's -100 quota

-Uzbekistan officially received the unused Oceania's quota, in men's -100

Uzbekistan earned two invitational spots? I thought the unused quota will be handed over to one of the unqualified nations.

They have finally remembered to remove Tahiti and New Caledonia, but they still have Curacao on the list. :facepalm: That quota should go to Bolivia so it's still 113 though.

Vanuatu should also be included in the continental allocation. Because Oceania will definitely fail to fulfill its allocation, one of these unused places will be awarded to Slovakia instead.
