There are wealthy cities: Moscow, St. Petersburg, where wealthy elites live, but these aren't even entire cities, but individual districts. The children and families of Russian oligarchs and politicians most often live and study in the West: London, Paris, Rome, etc. After all, in the war in Ukraine, there are none of peopoe of the wealthy from Moscow, only from poor provinces in Asia.
