I heard something about certain races not counting anymore, which is negative for countries like Brazil, but not sure about the details.
Looks like they have disabled points farming on small-time races. Only the top tier races will count.
To be honest, Brazil was not really the frontrunner in the points farming department. Some other nations will suffer much more (and consequently will fail to qualify this time around).

ExpandAthlete B closes in on the part where A made a huge mistake and is a second or so down, after this part he is nearly a second up. This is obvious, since A lost 2 seconds there and so it'd be weird if B did not make up a huge chunk of time. However, the commentators didn't see this coming at all: "HE'S A SECOND UP, HE HAS TURNED IT ALL AROUND!! UNBELIEVABLE, WHAT IS HE ON?1!!?!"

Another example is when someone makes up a lot of time towards the end, and takes the lead, they keep repeating "A lot of time can be made down below!!", even though the leading splits are now completely different...

Don't get your hopes up about Brazil though. Their NOC is just not into declining quotas. At all.
On paper, the is always the most likely to withdraw, but I'm pretty sure Vader is safe.

I had doubts about them being correct, so that was why I asked, now I know.
It is srange however that even NOCs does not know the rules properly lol
So I double checked. They changed it and now any reallocation will be awarded down the rankings.
But with reduced maximum quotas per nation (only 7 nations can have more than one starter), it is more improbable than ever.
Tripartite Commission place will be awarded only if everyone ranked declines. That's so dumb. 60 nations would have to decline. I swear some federations are inventing ridiculous Tripartite allocation criteria just to parade behind the universality flag. Yuck.

If one of the countries for some reason or just by pure infinite goodness suddenly decides not to use its second mens quota (for example I do not know, let say Brazil who has 2 M quotas). who will then receive the reallocation ? the first country in the ranking with only one qualified will get an additional 2nd quota (

ExpandI'm also unclear on this. They picked up one quota through their performance in the U-23s at the WC. They also appeared to be in line for two quotas through the rankings, although the updated rankings suggest that it will now be one. I also don't understand if quotas picked up in the rankings have any impact on the quota gained at the WC. The recent events surrounding the Romanian rider in the men's event have left me confused about this. My best guess is that Richards, Short and Last will be fighting for two spots between them.
Ranking quotas have top priority, then continental, then WCh. A nation once qualified is excluded from lower priority pathways. Different pathways do not add up.
Basically, the Worlds may have been held in 2019, but only now we will know who exactly earned those spots...
