I guess, it´s normal. If you look at it from the international federation view Relay quotas goes usually to powerhouses of the sport, countries where the sport is popular, followed by TV viewers etc... means money back, while a bunch of single quotas given for countries which will not even notice the athlete and almost majority of inhabitants do not even know there such sport at the Olympics may be a waste at the end Not saying I am in favor of it obviously. But I can understand the point, me personally, I will be surprised if I will have time to catch a minute of live watching Shorttrack in Milano for example, quite sure our TV will not make it in its main channel live screen.
