Vaibhav Manocha got a reaction from Dolby in India National Thread
Yeah! In singles, players will be seeded from 13 to 16 depending on how many players finally qualify. There are a few P&C involved in that...the idea is to keep seeds separated. So the situation you mentioned can happen if there only top 13 seeds. That’s what the rules suggest. But in doubles, it’s pretty straight forward — 4 groups and 4 seeds, each separated in different groups. And then rest of the pool gets drawn

Absolutely superb, 2018 Asian Games gold went at 9.84s which is also the Asian record.

Haha... yeah, I did (delightfully) notice that. Poor her! Saina has no easier draws either. She needs to chose her tournaments smartly going forward.
Tho more than her seeding I am almost obsessed with Sindhu getting a top 3 billing. That could make a huge difference since most likely the first 3 seeds will by pass R16. There will be some big floaters in R16 at Tokyo. Sindhu is well on her way there thanks to 13000 from Basel. So really hopeful

For first part, as @nitinsanker said, we can't win any more quotas in 10m Air Rifle Women and 10m Air Pistol Men, hence quota winners are participating there. In other events, quota winners are not participating to maximise our chances of winning quota. Hence, Manu is not competing even in 25m Pistol and Anjum is not competing in 50x3 Rifle.
And Manu Bhaker has achieved MQS in 25m Pistol. Most likely, Manu and Rahi would be starters in 25m Pistol, but if Annu or someone else wins a quota in 25m Pistol (high chance considering that 4 quotas will be available at Asian qualifiers), we can nominate Manu from that quota and Heena or Yashaswini from the 10m quota won by Manu. Or we can exchange that quota for a quota in 50x3 Women for Anjum and start Apurvi and Elavenil in 10m. There are lot of ways we can use the extra quota even if Manu and Rahi are almost sure to start. Hence, this policy to maximise the chances to win quota.

Mirza should qualify easily. It is bit more difficult for Shruti as she has competed in a large number of events inflating her score. There are couple of riders below her with much better score per event ratio. So, as they will take part in more events, they will overtake her. But, of course, she has a small chance.
You can follow the Equestrian qualification thread where we have discussed Mirza's chances in detail.

At the moment there are 45 & 46. At the moment they are at the last spot available exclusively to doubles players.

It is hard to keep track of tennis qualification. Apart from ranking, there are a number of additional complications like minimum number of Davis Cup ties, maximum number of players from a country plus many players skip the Olympics as well. Due to all this, in Rio, 101 was the cut-off for Men's Singles (not taking into account ITF or tripartite places).
So, I think anyone in top 70 ranking is safe. Between 70-100 has a chance depending upon others. Prajnesh is at present on 90, so its 50-50 for him.
Bopanna-Divij are ranked 45 and 49 at present. It would be tough for them to qualify with these rankings. I think they need to improve their combined rankings by 20 points atleast in order to be sure of qualification.
