I read it like only athletes who qualify for the Final can qualify a quota place for their NOC, so if 8 athletes from only 4 different NOCs qualify for the Final (2 athletes per NOC), only 4 quota places will be awarded here. And this is why in the document you can read "Total: Minimum 8 athletes, Maximum 16 athletes. Breakdown: Women - Minimum 4 athletes, Maximum 8 athletes. Men - Minimum 4 athletes, Maximum 8 athletes"

and only 2 gymnasts per country in the final?

The Netherlands thus eliminated, Russia, Ukraine, Japan, Uzbekistan, Germany, Portugal, and the USA obtained the remaining places for August’s Games. France technically pocketed the final berth, although like Kazakhstan in men’s Trampoline, must now await official confirmation that no Tripartite Commission place will be awarded                                   Source fig

Qualification system says that a total of 4 continents have to be represented in men's OR women's competition. 3 are already qualified and I think it's likely that the 4th continent will be Oceania in men's event.

and when we'll know for this tripartite?
