Because people see this as 'country A doesn't want to help country B', which is nonsense. Thing is, with the kind of deal people have been talking about, all countries would also have to sort of agree to pay/help with the debts (non-coronavirus related) of countries like Italy, of whom everyone knows they will get into more and more debts again and again.
