    I assume - yes. Mexico nad similar situation in diving in the past. And they got quotas.

    I am afraid it is not possible to get the second quota at the continental championships. Criteria 3. 2024 Continental Championships (or the other continental qualifying event approved by FIG) Athletes must be from NOCs not already qualified under either Criteria 1 or 2.     Yes, but "Olympic year" makes the difference. Qualififcation procedures were officially approved by the IOC https://uww.org/article/ioc-confirms-wrestlings-qualification-process?page=16 Thus UWW is not able to change the rules without the approval from the IOC. What is more, if UWW allows russians to participate under current IOC rules any athlete who will lost his/her Olympic quota to russian will be able to file the case to CAS.

    According to the Official documents at the IOC website russia is not allowed to participate in the Wrestling World championships at all.
