I don't think USA will host anything Pan American for now, at least not with Trump there.
It will depend also on how much Cuba and Venezuela are prepare to win the medals. Also Chile is their direct opponent at Pan American level.
Next year Bolivarian Games are scheduled in Guayaquil will see.

ExpandI'm not familiar with the minimum participation rules and medal allocation procedures set by ODEBO. Maybe @Fer GUA can give a better answer.
I do know that minimum participation rules can affect viability of events and/or medal allocations at the Commonwealth Games, Central American and Caribbean Games and Mediterranean Games.
I found out that for an event to be considered official there is a minimum of 3 athletes from different countries. If a country backs out there is a penalty of US$1,000 so probably that's what happened. The regulation does not states anything about not giving medals to the participants if less than 3.

To the first Junior Pan Am Games in Cali, Colombia, Canada sent a delegation of 31 athletes, so not changing much this time.
