That's what they also had said. 4 quotas per D.2, each for a different NOC.
I understand that the last 4 spots go to 4 different NOCs because "only the NOCs with 1 or 0 athletes (...) will be allocated an additional quota place the NOC to participate in Individual or Men's/Mixed Team competitions". But I'll ask a copy editor I know if the wording is too ambiguous.

Both men from that team quit jumping and the only ones left are not good enough to compete internationally.
