The Uruguayan women's national team did not compete at the South American repechage tournament for the 2023 World Cup, due to lack of budget.
Unfortunately, this is not unusual at all here...

The top four qualified to the World Championship.
The South and Central American Men's Handball Championship is underway.
The tournament was supposed to have 8 teams, with two groups of 4 teams, where the two two teams advance to the semifinals and qualify for the World Cup.
However Colombia withdrew, so group A has Argentina, Uruguay and Bolivia, and group B has Brazil, Chile, Paraguay and Costa Rica.
Uruguay defeated Bolivia 42-9, therefore we qualified to the World Cup. Good for us, but probably unfair to the group B teams.

The South and Central America Women's Handball Championship was held in Paraguay.
- Brazil (5 wins, 0 losses)
- Argentina (4 wins, 1 loss)
- Paraguay (2 wins, 1 draw, 2 losses)
- Uruguay (1 win, 2 draws, 2 losses)
- Chile (1 win, 1 draw, 3 losses)
- Bolivia (5 losses)
Brazil, Argentina and Paraguay qualified to the 2021 World Cup.
Uruguay was needing 1 goal to qualify, Chile was needing 4 goals.
How about having 2 European teams, 2 Asia/Oceania teams, 2 Americas teams, 2 Africa teams, the host, the two best from the previous World Championship, and a pre-Olympic qualifier.
At the 2012 Olympics, the handball tournaments had only 3 non-European teams. That's hardly adequate representation in my opinion.
Rugby sevens gives spots to 6 continents: Africa, Asia, North and South America, Europe and Oceania.
Basketball and field hockey give spots to 5 continents: Africa, Asia, Americas, Europe and Oceania.
Indoor volleyball also gives spots to 5 continents: Africa, Asia, North and South America, and Europe.
Handball only gives spots to 4 continents: Africa, Asia, Americas and Europe.
Whereas I think that the Olympics should have adequate representation of all continents.
The Olympic qualifiers should have 1-2 teams from each continent.
The qualifying format favours European teams.
So the 12 teams that qualified are:
- The Olympic host.
- The previous world champion.
- The four continental champions.
- 6 teams from the Olympic qualifiers.
7 of the 12 qualified teams are European. And in the qualifiers, 6 of the 12 teams were European.
I think that each continent should have two teams minimum.
The tournament's organization is less than ideal. There's no ice, cold water or air conditioning at the hotel or training facilities.
Mathematically we have a chance!
The Court of Arbitration for Sport annulled the IHF decision to split the Pan American federation in two. The IHF is not pleased.
Instead, there should be an worldwide repechage tournament with 8 or 12 teams.

Last weekend, Uruguay won the repechage tournament at Santo Domingo.
The venue was described as unfit for matches or training, with water leaks everywhere.
USA quit their match against Uruguay when we were winning 12-2.

The Uruguayan federation has made no comments about the situation.
