Maybe a stiffer pole which doesn't bend will solve it.

It's not really a walk it's a modified run. you can't walk that fast without lifting.

Well, if you rest the bar on narrower plates the bar will fall off if you touch it!

How can you hit the bar in the high jump or pole vault and be deemed as a clearance? It can bounce as much as 15 cm. and stay on, what a farce! If you touch the bar it should be classed as a failure.
