In this case the total number of entered athletes per gender cannote exceed the number of events for which the NOC has been allocated at least one (1) quota place, plus the highest number of any additional quota places (more than one quota place) allocated to the NOC for an event, counting only athletes qualified by the SOQCP ranking as defined in D.1.1. 3. Refer to D.2.2. 4. Type of allocation of quota places: Allocation of NOC event quotas (qualification places for each event) according to Special Olympic Qualification Classifications (SOQCs) are based on results from designated ISU World Cup Competitions season 2025/2026 (for more details please refer to the respective ISU Rules and ISU Commincations). There will be SOQCs for Men's and Women's Team Pursuit and for each of the individual events/distances (500m, 1000m, 1500m, 3000m, 5000m and Mass Start for the women's events; 500m, 1000m, 1500m, 5000m, 10000m and Mass Start for the men's events). The total number of quota places for NOC will be determined based on the allocation of specific event quota places. The selection of athletes for its allocated quota places is at the discretion of the NOC, subject to the eligibility requirements. C. ATHLETE ELIGIBILITY Compliance with the Olympic Charter and other relevant rules All athletes must respect and comply with the provisions of the Olympic Charter currently in force, including but not limited to Rule 41 (Nationality of Competitors) and Rule 43 (World Anti-Doping Code and the Olympic Movement Code on the Prevention of Manipulation of Competitions). Only those athletes who respect and comply with the Olympic Charter, the World Anti-Doping Code, and the Olympic Movement Code on the Prevention of the Manipulation of Competitions, including the conditions of participation estabilisted by the IOC, plus the rules of ISU, may participate in the Olympic Games Milano Cortina 2026. Age requirements To be eligible to participate in the Olympic Games Milano Cortina 2026, athletes must be born on or before 1 July 2008. Additional IF eligibility criteria Athletes must also comply with the following criteria: • athletes must have achieved ISU Qualifying Times. The applicable qualifying time standards and conditions for approval of achieved qualifying times will be announced in an ISU Communication by 1 July 2025, as per ISU Regulations and the Qualification timeline in paragraph G. below. • only athletes from NFs (ISU Members) are allowed to enter ISU sanctioned competitions, which include ISU World Cup Speed Skating Competitions. D. QUALIFICATION PATHWAY QUOTA PLACES Number of quota places Qualification events D.1 & D.2: Men & Women: 164 D.1 Definition and purpose of Special Olympic Qualification Classification Quota places are obtained by the NOCs through their National ISU Members, based on the SOQC per event/distance resulting from the ISU World Cup Speed Skating Competitions designated by the ISU to be held during the season 2025/2026 prior to the Olympic Winter Games Milano Cortina 2026. D.1.1 SOQC for each event will be calculated according to criteria based on the ISU Rules for the ISU World Cup Speed Skating Championships, as published in the ISU Regulations and dedicated ISU Communications. Each SOQC will combine two (2) sets of rankings: • SOQC Points rankings (SOQCP): A ranking according to the World Cup points achieved on the occasion of the designated ISU World Cup Competitions. • SOQC Times ranking (SOQCT): A ranking based on the best times per athlete achieved during the designated ISU World Cup competitions. D.1.2 For each gender and event/distance, the highest ranked SOQC positions will consist of a certain number of athletes/teams (counting only athletes inside the maximum NOC quota for the event/distance concerned) from the SOQCP and SOQCT as follows: Event/Distance SOQCP SOQCT 500m, 1000m and 1500m (men and women) 21 7 3000m (women), 5000m (men) 15 5 5000m (women) and 10000m (men) 9 3 Mass Start (men and women) 24 - Team Pursuit (men and women) 6 2 D.1.3 In case of a tie in the SOQCP, the ISU World Cup ranking rules, as outlined in the ISU World Cup 2025/2026 Communication, will be used to determine the higher ranked athlete. If a tie still exists, the better-ranked athlete in the SOQCT will determine the higher ranked athlete. If a tie still exists, the procedure in D.2.1 will determine which athlete's NOC is allocated the quota. D.1.4 In case of a tie in the SOQCT, the better-ranked athlete in the SOQCP will determine the higher ranked athlete. If a tie still exists, the procedure in D.2.1 will determine which athlete's NOC is allocated the quota. D.1.5 For the long distances (3000m and 5000m for Women, 5000m and 10000m for Men) the SOQCP will be based on the total of World Cup points achieved for both of the two distances, in accordance with ISU World Cup ranking rules. The SOQCT will be based on times achieved during the ISU World Cup Competitions in the distance concerned only. D.2 Allocation of quota places to NOCs The NOC quota places for each event/distance will be provisionally allocated according to the SOQC for that event/distance, based on results from designated ISU World Cup Competitions season 2025/2026. For each event, quota places for each NOC will be allocated according to the position of athletes or team, up to the maximum NOC event quota as detalined in B.2, from the NOC concerned in the SOQC for the event. D.2.1 If there is a tie in the SOQC determining the last quota place for an event/distance, this position will be decided by a random draw, done by the ISU Director General in the ISU Secretariat in the presence of an independent auditor. D.2.2 Withdrawal of provisionally allocated event quota places If the provisionally allocated event quota places confirmed by the NOCs indicate that the total maximum number of 164 quota places for Speed Skating will be exceeded, the maximum number of allocated quota places for individual events/distances will be reduced by deallocating the provisionally allocated quota from the NOC of the lowest ranked athlete. Provisionally allocated quotas will then be deallocated from each of the following events/distances according to the following order: 500m - Women, then 500m – Men; then 1000m – Men, then 1000m – Women; then 1500m -– Women, then 1500m – Men; then Mass Start Men, then Mass Start Women; This process will be repeated until the total quota of 164 for the sport is met and may result in some NOCs losing provisionally allocated quota places for the event(s)/distance(s) concerned with possible effects on their overall quota. Once this process has been completed, the ISU will inform the NOCs affected by the deallocation procedure on their amended event and NOC quotas. D.2.3 Reserve List When the maximum total of quota places for an event/distance (as specified above) has been reached, the next SOQC positions (from the SOQCT ranking) per event/distance will constitute a reserve list of quota places. For each of the individual events/distances the reserve list consists of eight (8) reserve quota places. For each of the Team Pursuit events the reserve list consists of four (4) reserve quota places. D.2.4 Additional competitors for the 500 m, 1000m, 1500 m and Mass Start: Up to a maximum of 30 competitors, may be entered during Games time. Additional starting positions will then be made available to athletes who have already been entered in at least one (1) other distance/event. The allocation of these additional starting positions will be done according to the Reserve list for the respective event (as per D.2.3), with priority to NOCs without an already entered athlete for the event. HOST COUNTRY PLACES The Host Country NOC (CONI) is subjected to the same qualification procedure for allocation of quota places as other NOCs, as described in Section D. However, if the host country has athletes(s), or a team for the Team Pursuit event, places in the Reserve List (as per D.2.3) for an event, the host country will be allocated one (1) additional event quota place for the event concerned. Such a Host Country quota allocation will replace the otherwise last qualified quota place for the event concerned. E. CONFIRMATION PROCESS FOR QUOTA PLACES Following each qualification event, the ISU will publish the results, as well as the current qualification ranking lists (SOQC), on its website www.isu.org. ISU will publish a list of provisionally allocated quota places and inform the respective NOCs. The NOCs will then have until 18 January 2026 to confirm if they wish to use these quota places, as detailed in paragraph G. Qualification Timeline. F. REALLOCATION OF UNUSED QUOTA PLACES If an allocated quota place is not confirmed the NOC by the deadline for confirmation of quota places, or is declined by the NOC, the quota place will be reallocated on the condition that the total quota of 164 athletes is not exceeded. The reallocation of quota places will be done according to the ranking order in the respective SOQC Reserve List as per D.2.3. Priority shall be given to NOCs that have not already been allocated a quota place for the event/distance concerned. If all declined event quota places cannot be reallocated without exceeding the total athlete quota, the reallocation of quota places shall aim at levelling out the number of non-allocated quota places among the events. If this balance has been achieved, the final stage of reallocation will be done in the following order: 500m - Women, then 1000m – Women, then 1500m – Women, then Mass Start Women then 500m – Men, then 1000m – Men, then 1500m – Men, then Mass Start Men. G. By 18 January 2026 NOCs to inform ISU about confirmation and/or rejection of quota places, both for event/distance and in total. Reallocation of quotas 19-22 January 2026 ISU to inform NOCs with copy to NFs about any deallocation of quota places and related reduction of overall NOC quotas if the total Sport Quota of 164 athletes would be exceeded based on the provisional allocation of quota places. ISU to inform NOCs regarding any reallocation of quota places that will have to be confirmed by the NOC within 24 hours. The Olympic Quota Allocation List is a ranking list per event* per gender that is calculated by adding athletes' accumulated FIS World Cup points from 1 July 2024 – 18 January 2026 and athletes' ranking points in the FIS Snowboard World Championships 2025 and the list will be published on the FIS website (https://www.fis-ski.com/). The calculation of the Olympic Quota Allocation List is the same as for the World Cup. In the case of Snowboard Big Air/Snowboard Slopestyle, only the athletes' best four (4) Snowboard Big Air and the athlete's best six (6) Snowboard Slopestyle World Cup results will be used for calculation, in addition to the athlete's ranking points obtained in the Snowboard Big Air and/or Snowboard Slopestyle events at the FIS Snowboard World Championships 2025. The allocation will be made by allocating one (1) quota place per athlete, including the host country quota place, from the top of the Olympic Quota Allocation List downwards until the maximum total quotas per event in Parallel Giant Slalom, Snowboard Halfpipe, Snowboard Cross, Snowboard Slopestyle/Snowboard Big Air*, per gender is reached. Once an NOC has achieved the maximum number of four (4) places in the respective event, its remaining athletes will no longer be counted, and the next eligible NOC on the Olympic Quota Allocation List will be allocated a place. If there is a tie for the final allocated quota place(s) on either the male or female Olympic Quota Allocation Lists, the athlete with the highest rank on the FIS points list published on 19 January 2026 will be ranked ahead. D.2: Mixed Team Snowboard Cross Man: 1 Woman: 1 D.2 Eligibility to participate in Mixed Team Snowboard Cross (BXT) All eligible NOCs will be entitled to enter three (3) teams with a maximum of one (1) male and one (1) female athlete in the Mixed Team Snowboard Cross event. The athletes must be eligible in the individual Snowboard Cross event according to C.3. Allocation will follow the criteria set forth in D.1. The start field will be limited to 16 teams. The eligible teams according to the eligibility list (available on FIS Website) will be assigned as follows: All eligible nations are getting their first teams in, followed by second teams (of NOC'S) and followed by third teams (of NOC's). D.3 D.3 Additional participation for athletes already qualified: D.3.1 Snowboard Halfpipe - Up to one (1) additional athlete per gender and NOC, already entered by the NOC in Snowboard Slopestyle / Big Air, may also participate in Snowboard Halfpipe subject to the athlete respecting the eligibility criteria for Snowboard Halfpipe as detailed in Section C. Athlete Eligibility. The maximum field size for Snowboard Halfpipe will be limited to a maximum of 30 competitors per gender. D.3.2 Snowboard Slopestyle / Big Air - Up to one (1) additional athlete per gender and NOC, already entered by the NOC in Snowboard Halfpipe, may also participate in Snowboard Slopestyle and/or Big Air subject to the athlete respecting the eligibility criteria for Snowboard Slopestyle and Snowboard Big Air as detailed in Section C. Athlete Eligibility. The maximum field size for Snowboard Slopestyle and Snowboard Big Air will be limited to a maximum of 30 competitors per gender. D.3.3 Additional participation for athletes already qualified in at least one event will be allowed and limited up to a maximum field size of 30 athletes per gender/event. In the case that the requests of the additional participating athletes already qualified exceeds the maximum field size of 30 athletes, the better ranked additional participating athletes on the FIS points list published on 19 January 2026 in the respective event will be given priority to start, until a maximum field size of 30 athletes per event is reached. If there is still a tie at the 30th position, the athlete with the higher number of 1st places, 2nd places, 3rd places, etc. achieved at the World Cup events during the Olympic qualification period (1 July 2024 – 18 January 2026) and FIS World Championships 2025 in the respective event will be given priority. HOST COUNTRY PLACES The Host Country will be allocated 1 quota place in the snowboard events according to B1. The Host Country will automatically qualify one (1) male and one (1) female athlete in the events (see B1) on the condition that the athletes meet the eligibility requirements described under section C of this document. These athletes must also comply with the following criteria: All athletes must have been entered as part of the NOC Quota. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF QUOTA PLACES The confirmation process for quota places will be carried out via the FIS on-line system. Athletes eligible to participate in the Mixed Relay event are eligible to participate in the Sprint event. D. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF QUOTA PLACES The ISMF will publish the results of the relevant qualification events and Olympic Mixed Relay Ranking List and Olympic Sprint Ranking List within 2 days after the completion of the relevant event(s) on its website (link will be provided when available). The ISMF will confirm in writing to the NOCs within two (2) weeks after the last day of each event, or ranking, the quota places they have been allocated. The NOCs will then have two (2) weeks (but no less than five (5) working days) to the ISMF if they wish to accept these quota places, as detailed in section G. Qualification Timeline. CONFIRMATION OF HOST COUNTRY PLACES The Host Country CONI must confirm in writing to the ISMF by 13 January 2026 the use of its Host Country Places. F. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUOTA PLACES If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline (13 January 2026), or ir declined by the NOC, the quota place will be reallocated to the next highest ranked eligible NOC that has not already been allocated a quota place (as defined section D), according to their respective athletes' ranking on the Olympic Spring Ranking List. The reallocation of quota places is gender specific. An NOC with two (2) Ski Jumping athletes qualified, can replace with one Nordic Combined athlete a maximum of one of the Ski Jumping qualified athlete in case of injury or sickness. The athletes from Nordic Combined must meet the athlete's eligibility in section C and the qualification eligibility criteria as described in Section C.3 of the Nordic Combined Qualification System and must be entered in the Nordic Combined events. Olympic Quota Allocation List and (Inter-) Continental Cup Olympic List The allocation of quota per NOCs with athletes that are eligible is based on the Olympic Quota Allocation List (available on FIS website, fis-ski.com) which is calculated using the FIS World Cup and Summer Grand Prix standings for two (2) seasons added together from 1 July 2024 – 18 January 2026. When there are no further athletes ranked on the Olympic Quota Allocation List, the (Inter-)Continental Cup Standings from two (2) seasons added together 1 July 2024 – 18 January 2026 ((Inter-)Continental Cup Olympic List) is used. The allocation will be made by assigning one (1) quota place per athlete from the top of the standings downwards until the total of 46 (or 45 if the host country isn't represented) men and 48 (or 47 if the host country isn't represented) women athletes is reached, including the host country individual place. Men quota: up to the rank no. 25 (included) in the Olympic Quota Allocation List, the allocation of quota will be made up to four (4) athletes per NOC. After rank no. 25 only a maximum of three (3) athletes can be included in the NOC Quota. Women quota: max four (4) female athletes per NOC Once an NOC has achieved the maximum number of four (4) men (up to rank 25 included or three (3) men quota places, respectively four (4) women quota places), its remaining athletes will no longer be counted and the NOC with the next eligible athlte on the Olympic Quota Allocation List will be allocated a quota place. If there are no more quota places to be allocated on the Olympic Quota Allocation List, the NOC with the next eligible athlete on the (Inter-) Continental Cup Olympic List will be allocated a place. If there is a tie for the final allocated quota place (s) on either the men of women Olympic Quota Allocation Lists, the athlete with the best ranking on the World Cup stnadings 2025/2026 as of 19 January 2026 will be ranked ahead. If there is still a tie, the end of season World Cup standings 2024/2025 will be used. If there is a tie for the final allocated quota place(s) on either the men or women (Inter-)Continental Cup Olympic Lists, the athlete with the best ranking on the (Inter-) Continental Cup standings 2025/2026 as of 19 January 2026 will be ranked ahead. If there is still a tie, the end of season (Inter-) Continental Cup standings 2024/2025 will be used. Athletes already counted for an NOC quota place in the Olympic Quota Allocation List will be skipped for the allocation of quota in ther (Inter-) Continental Cup Olympic List. The Quota Allocated List is the list including all the athletes qualified according to the D.1. criteria. D.2. MEN Men: 4 places D.2. Allocation of quota places for the Men's Individual and Super team competitions After the allocation of 46 (45 places + 1 host country) male quota places have been made, only the NOCs with one (1) or no (0) athletes on the Quota Allocation List will be alocated an additional quota place to enable the NOC to participate in Individual or Men's/Mixed team competitions. Allocation will start with the Host Nation followed by the Olympic Allocation Quota List and continue with the Continental Cup Olympic List. D.3. MEN D.3. Men remaining quota If there are any remaining places, they will be allocated with a maximum of one (1) quota place for NOCs that have already up to three (3) Quota in the Quota Allocated List up to a maximum number of four (4) Quotas until the total of 50 male athletes (49 Athletes + 1 Host Country Quota) is reached according to the D.1. Allocation will start with the Olympic Allocation Quota and continue with the Continental Cup Olympic List. D.4. WOMEN Women: 2 places D.4. Allocation of quota places for the Women's Individual competition and Mixed Team competition After the allocation of 48 (47 places + 1 host country) female quota places have been made, only the NOCs with at least 2 Men and 1 Women athletes included on the Quota Allocated List will be allocated an additional quota place to enable the NOC to participate in Mixed team and Individual competitions. Allocation will start with the Host Nation, followed by Olympic Allocation Quota and continue with the Inter-Continental Cup Olympic List. D.5. WOMEN D.5. Women remaining quota If there are any remaining places, they will be allocated to NOCs that have no (0) athletes in the Quota Allocated List. Thereafter, if there are any remaining places, they will be allocated with a maximum of (1) quota place to NOCs that have three (3) or less athletes in the Quota Allocated List. up to maximum number of four (4) Quotas until the total of 50 female athletes (49 Athletes + 1 Host Country Quota) is reached according to the D.1. Allocation will start with the Olympic Allocation Quota and continue with the Inter-Continental Cup Olympic List. HOST COUNTRY PLACES The athlete/s selected to fill the host country quota places must meet the athlete eligibility criteria as defined in Section C. If no athlete from the host country is able to fulfil the athlete eligibility criteria defined in Section C, the host country place/s will be allocated according to D.1. If the host country has not obtained at least one (1) quota place in the respective gender based on the allocation of quotas described under clause D.1 and D.2, one (1) male athlete one one (1) female athlete will be permitted to enter in the Men's Normal Hill Individual and Men's Large Hill Individual competitions respective in the Women's Normal Hill Individual and Women's Large Hill Individual competitions subject to the athletes meeting the athlete eligibility in section C and the qualification eligibility criteria as described in C.3.1. The Host Country will be allocated 1 quota places in the Men and in the Women List. For a team to participate in the Men's Super Team competition or the Mixed Team event, the host country must have obtained two (2) quota places within the maximum total quota (for the Mixed Team per gender) and enter athletes that eligible according to C.1. All athletes must have been entered as part of the NOC quota. The above quotas will be allocated on 19 January 2026 in accordance with G. Qualification Timeline. E. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF QUOTA PLACES The confirmation process for quota places will be carried out via the FIS online system. Each NOC will be provided with log-in details prior to 19 January 2026. Please refer to Section G. Qualification Timeline for the timeline of the quota publication, confirmation and reallocation dates. CONFIRMATION OF HOST COUNTRY PLACES The Host Country must confirm via the FIS on-line system by 20th January 2026 the use of its Host Country Places. F. C.1 Age Requirements: All athletes participating in the Olympic Winter Games 2026 must fulfil the age requirements as stated in bylaw 8.4 Licenses of the IBSF International Bobsleigh Rules. C.2 Medical Requirements: To be eligible to participate in the Olympic Winter Games Milano Cortina 2026, all athletes must be medically suitable for practising Skeleton racing and possess appropriate and adequate insurance coverage against accidents and third-party civil liability. C.3 Additional IF Requirements: All athletes must possess a valid IBSF International licence. The chosen athletes must be ranked among the top 70 men or top 55 women of the IBSF Ranking List of the 2025/2026 season by 18 January 2026 (23:59 Lausanne time). Athletes must have been participating and ranked in a minimum of eight (8) IBSF races on at least three (3) different tracks in the period between of 1 October 2024 and 18 January 2026 (23:59 Lausanne time). In addition, the athlete must have been ranked in at least five (5) of the eight (8) above mentioned races on a minimum of two (2) different tracks during the ranking period 2025/2026 by 18 January 2026 (23:59 Lausanne time). D. QUALIFICATION PATHWAY The qualification process takes place via participation in the Federation's competition activity. Qualification is achieved by the 'athletes' results. The NOC quotas for the Olympic Winter Games Milano Cortina 2026 are based on the IBSF Ranking List as of 18 January 2026 (23:59 Lausanne time). In cases of equal points, the following decision criteria will apply for the IBSF Ranking List to break the tie: a) First, the highest points obtained in a single race. b) Next, the highest points obtained at the last race before the qualification deadline. c) Next, the highest points obtained at the second to last race before the qualification deadline and so on. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF QUOTA PLACES On 18 January 2026, the IBSF will publish the results on its website (http://www.ibsf.org) and inform the respective NOCS of their allocated quota places on 19 January 2026. The NOCs will then have to confirm if they wish to use these quota places by 20 January 2026 (23:59 Lausanne time), as detailed in section G. Qualification Timeline. The four (4) SOQC for women will be for the Women's 500m, Women's 1000m, Women's 1500m and Women's 3000m Relay. There will be one (1) SOQC for the Mixed Team Relay. C. QUALIFICATION PATHWAY QUOTA PLACES Men/Women/Mixed Number of quota places Qualification events D.1 D.1 Quota places allocated to NOCs with qualified Relay teams The eight (8) highest ranked NOCs in the SOQC for Relays in the respective gender qualify a team to participate in the Relay event. If the host country is not ranked in the top eight (8) of the Relay SOQC per gender, the respective Relay Team of the host country will replace the NOC ranked 8th. NOCs qualified for the Relay events may enter four (4) quota places per gender. D.2 D.2 Quota places allocated based on qualified starting places in Individual distances D.2.1 Starting places in individual distances: Starting places will be assigned for each of the individual distances to the NOCs in order of the respective SOQCs. NOCs having skaters ranked first over the distances of 500, 1000 and 1500 meters get one (1) starting place in the respective distance. Following that, the NOCs having skaters ranked 2nd get one (1) starting place, etc., respecting the following criteria: The maximum number of starting places per NOC is three (3) skaters per distance; The number of starting places in the respective distances stays within the event specific quota for that distance as per B.3 above; i.e. the maximum number of skaters over 500m and 1000m will be 32, and the maximum number of Skaters over 1500m will be 36. Starting places per individual distance will be assigned, one by one for each distance, in the following order: Men's 500m Women's 500m Women's 1000m Men's 1000m Men's 1500m Women's 1500m For each assignment of a starting place for an individual distance as described above, the NOC concerned will be allocated one (1) quota place according to the following procedure and criteria: D.2.2 A fifth (5th) quota place will be allocated to NOCs that are qualified for a Relay event as per D.1 as soon as the NOC have been assigned a total of eight (8) starting places for the individual distances for the same gender. D.2.3 NOCs not qualified for a Relay event will be allocated quota places for the respective gender according to their starting places assigned for the individual distances for that gender. The allocated number of quota places cannot exceed the highest number of starting places in any of the individual distances for the gender concerned. D.2.4 The total number of allocated quota places cannot exceed the IOC maximum quota as stated in B.1 above. If this maximum quota is reached, and further assignment of starting places would result in the allocation of an additional quota place, further assignment of starting places will be discontinued and only be considered in accordance with D.4. below. D.2.5 In the case that the IOC maximum quota of 112 athletes has not been reached after assignment of the maximum number of starting places for all individual distances, additional quota places may be allocated according to the procedure and criteria described in D.3. below. D.2.6 If the Host Country is not ranked to be allocated a startinsg place in the individual distance, it will be assigned the last starting place of the respective individual distances (Refer to the Host Country Places Section). D.3 D.3 Quota places allocated based on qualified starting places in Mixed Team Relay D.3.1 Starting places for Mixed Team Relay A maximum of 12 Teams will participate in the Mixed Team Relay event. NOCs who have been allocated a minimum of two (2) quota places per gender will qualify for the Mixed Team Relay event in the order of SOQC. The skaters competing in the Mixed Team Relay must be among the skaters entered for the OWG via the quotas from the individual distances or the Relays. D.3.2 In the case that less than twelve (12) NOCs have qualified a minimum of two (2) quota places per gender based on the basis of the criteria in D.2, and if there are still quota places available after completing the quota allocation process, a maximum of one (1) additional quota place per NOV will be given to complete a mixed gender team for the highest ranked NOC (not yet qualified for the event) from the Mixed Team Relay SOQC to reach 12 teams for this event. D.4 D.4 Allocation of remaining quota places D.4.1 In the case that the maximum quota for the sport (112 athletes) has not been reached after quota places have been allocated in accordance with D.2 and D.3.2, one (1) additional quota place will be allocated to NOCs qualified for a Relay event that have been assigned seven (7) starting places in the individual distances for the same gender, so that they may enter five (5) Skaters for that gender. If necessary, in order not to exceed the total maximum quota of 112 athletes, the quota place will be allocated to the NOC (s) with the higher ranked team(s) in the SOQC for the Relay event. In case of a tie in the SOQC Relay ranking between genders, the additional quota place would be allocated to the NOC of the relay team with the highest number of points in the SOQC. If a tie persists, the preference will be for the NOC with the best ranking achieved in the Relay event at any of the ISU Short Track World Tour competitions counting for the SOQC. D.4.2 If there would still be quota places available after completing the procedure described in D.4.1 above, and if there are still NOCs qualified for a Relay event with only four (4) quota places allocated for the same gender, such NOCs will be allocated a fifth (5th) quota place, with preference for the NOCs with the highest total number of assigned starting places in the individual distances for the gender concerned. In case of a tie, the same order of preference will apply as described in D.4.1. D.5 D.5 Further allocation of event starting places (within allocated quotas) D.5.1 If the entered athletes (by name) do not fill up the maximum number of starting places for the distance (32 for the 500 and the 1000 meters and 36 for the 1500 meters), then NOCs that have not already been assigned the maximum of three (3) starting places and who have available skaters within their allocated quota, will be allowed to enter such skater(s) in the respective distance(s), in accordance with the order of the respective SOQC. D.5.2 In the case that the number of starting places per distance cannot be filled (32 for 500 and 1000 meters and 36 for 1500 meters) after applying the procedure in D.5.1 (and having reached the end of the applicable SOQC), then NOCs which have qualified for a Relay will be allowed to enter additional skaters in the respective distance(s) up to the maximum of three (3) skaters per distance. In the case of a tie, preference will be given for the NOC with the highest SOQC Relay ranking for the respective gender. If there are starting places that are still unused they may be filled by skater(s) from NOCs qualified for the Mixed Gender Relay, in accordance with the SOQC Mixed Team Relay rankings. HOST COUNTRY PLACES If the Host Country NOC (CONI) is not qualified through the qualifying procedure for individual events, then CONI will be entitled to enter: One (1) starting place in each individual event/distance for both Women and Men If the Host Country CONI is not qualified through the qualifying procedure for relays, then CONI will be entitled to enter: a Mixed Team Relay team of two (2) women and two (2) men. a Relay Team of four (4) women a Relay Team of four (4) men. All other criteria regarding quotas listed in D.1 through D.4 also apply for the host country. The athlete(s) selected to fill the host country quota places must meet the athlete eligibility requirements as defined in Section C. Even if the host country - CONI – rejects their allocated quota in the Relay event(s) and/or Mixed Team Relay, CONI may nevertheless enter one (1) skater in each of the individual distances. E. CONFIRMATION PROCESS FOR QUOTA PLACES Following the completion of the four (4) ISU designated ISU Short Track World Tour competitions and based on the respective SOQC the ISU will inform NOCs by 12 December 2025 of their allocated respective total number of quota places and the number of skaters each NOC can enter per individual distance. NOCs will be requested to confirm to the ISU the use of quota places by 16 January 2026. F. REALLOCATION OF UNUSED QUOTA PLACES Between 17 and 22 January 2026, the ISU will reallocate unused quota places to NOCs based on the applicable SOQCs. NOCs will be requested to confirm within 24 hours whether they accept the reallocation of quota places, but at the latest on 22 January 2026. A reallocation of an unused quota place that results in an NOC receiving at least two (2) skaters per gender will not affect the already assigned Mixed Team Relay starting places as described in D.3. Unused Relay quota places will be reallocated to the NOC with the next places Team of the Relay SOQC. This reallocation will not result in the effected NOC being allocated a fifth (5th) quota place for that gender regardless of the number of assigned quota places in the individual events as described in D.2.2 and D.4. G. ATHLETE ELIGIBILITY Compliance with the Olympic Charter and other relevant rules All athletes must respect and comply with the provisions of the Olympic Charter currently in force, including but not limited to Rule 41 (Nationality of Competitors) and Rule 43 (World Anti-Doping Code and the Olympic Movement Code on the Prevention of Manipulation of Competitions). Only those athletes who respect and comply with the Olympic Charter, the World Anti-Doping Code, and the Olympic Movement Code on the Prevention of the Manipulation of Competitions, including the conditions of participation estabilisted by the IOC, plus the rules of FIS, may participate in the Olympic Games Milano Cortina 2026. C.1 Age requirements All athletes participating in the Olympic Winter Games 2026 be born before 1 January 2011 in accordance with Article 341.1.5: Age Categories of the International Ski Competition Rules (ICR). C.2 Medical requirements: To be eligible to participate in the Olympic Winter Games 2026, all athletes must satisfy the medical requirements in accordance with Article 221: Medical Services, Examinations and Doping of the International Ski Competition Rules (ICR). C.3 Additional IF eligibility criteria • Qualification Eligibility Criteria: All Athletes must have gained at least one (1) FIS World Cup or Grand Prix point during their career, or at least one (1) Continental Cup point during the qualification period (1 July 2024 - 18 January 2026) • Participation in the Team Sprint LH/2x7,5km event: All Athletes that are eligible for the individual events can participate in the Team Sprint LH. D. QUALIFICATION PATHWAY QUOTA PLACES Number of quota places Qualification events D.1 Men 36 D.1. Olympic Quota Allocation List and Continental Cup OIympic List The allocation of quota per NOC with athletes that are eligible is based on the Olympic Quota Allocation List (available on FIS website, fis-ski.com), which is calculated using the FIS World Cup standings for two (2) seasons added together from 1 July 2024 to 18 January 2026. When there are no further athletes ranked on the Olympic Quota Allocation List, the Continental Cup Standings from two (2) seasons added together from 1 July 2024 to 18 January 2026 (Continental Cup Olympic List) is used for allocation. The allocation will be made by assigning one (1) quota place per athlete from the top of the standings downwards until the total of 36 athletes is reached including the host country individual and/or additional team place/s. Once an NOC has achieved the maximum number of two (2) male quota places, its remaining athletes will no longer be counted and the NOC with the next eligible athlete on the Olympic Quota Allocation List will be allocated a quota place. If there are no more quota places to be allocated on the Olympic Quota Allocation List, the NOC with the next eligible athlete on the Continental Cup Olympic List will be allocated a place. If there is a tie for the final allocated quota place(s) on the Olympic Quota Allocation List, the athlete with the best ranking on the World Cup standings 2025/2026 as of 19 January 2026 will be ranked ahead. If there is still a tie, the end of season World Cup standings 2024/2025 will be used. If there is a tie for the final allocated quota place(s) on the Continental Cup Olympic List, the athlete with the best ranking on the Continental Cup standings 2025/2026 as of 19 January 2026 will be ranked ahead. If there is still a tie, the end of season Continental Cup standings 2024/2025 will be used. D.2 D.2 allocation of single, possible 3rd athlete of NOC In the case the 36 quota places including host country are not able to be allocated through D.1, we start on top of the ranking list again, to allocate 1 athlete per NOC (3rd athlete per NOC) until the total of 36 places to be allocated including the host country has been reached. HOST COUNTRY PLACES The athlete/s selected to fill the host country quota places must meet the athlete eligibility criteria as defined in Section C. If no athlete from the host country is able to fulfil the athlete eligibility criteria defined in Section C, the host country place/s will be allocated according to D.1. If the host country has not obtained at least one (1) quota place based on the allocation of quotas described under clause D.1, one (1) athlete will be permitted to enter in the Individual Gundersen NH/10km and Individual Gundersen LH/10km competitions providing that the athlete is eligible according to C.1. In order for a team to participate in the Team Sprint LH/2x7,5km competition, the host country NOC must have obtained two (2) quota places within the maximum total quota and enter athletes that are eligible according to C.1. All athletes from the host country NOC must have been entered as part of the NOC quota. The above quotas will be allocated on 19 January 2026 in accordance with G. Qualification Timeline. E. CONFIRMATION PROCESS FOR QUOTA PLACES CONFIRMATION OF QUOTA PLACES The confirmation process for quota places will be carried out via the FIS on-line system. Each NOC will be provided with log-in details. Section G. Qualification Timeline defines the quota publication, confirmation and reallocation dates. CONFIRMATION OF HOST COUNTRY PLACES The Host Country must confirm via the FIS on-line system by 20 January 2026 the use of its Host Country Places. F. REALLOCATION OF UNUSED QUOTA PLACES REALLOCATION OF UNUSED QUOTA PLACES If an allocated quota place is not confirmed by the NOC by the confirmation of the quota place deadline 20 January 2026, or is declined by the NOC, the quota place will be reallocated to the NOC with the next eligible athlete according to the system described under D. REALLOCATION OF UNUSED HOST COUNTRY PLACES Unused Host Country Place(s) will be reallocated to the NOC with the next eligible athlete according to the system described under D. G.
