It's more about China/Andorra swap inside/outside top 20. China now gets 2 quota places instead 1 before Brazil gets their first one.
Expand16th or 17th makes no difference, does it?
It does for women. 1 basic quota + 2 quota places for 11th-20th place is the same. But the allocation of the remaining quota places ends at 16th place for women as of today, with Poland gaining one more spot while Ukraine none.
Poland overtook
Ukraine for the 16th place in the women's standings yesterday. Nobody from these countries starts today so it's Poland that is the last country with 4 quota places confirmed.
Two new basic quotas for men today

So with more than 34 basic quota places granted, Round 3 isn't completed but Round 4 is started for the unused (host) quota places?
If noone beats Chen, then I think time 28:44.3 or less should be enough to get under 330 FIS points. But I'm not sure because it's almost 6 minutes behind the winner.

"Good" news for you, FIS updated the reallocation queue. It is now simply the Round 4 of the "remaining quota places" as it is stated in the qualification rules, not the continuation where it stopped previously. Brazil moved up in the queue up to 19th spot for women.
