Well, it's pretty surprising that some countries send small teams. I mean, in some events, you can get some nice points to the Olympic ranking. In relays, you may not necessarily aim for the medal, but could be a good "competition training" before world relays ...... Additionally, if a country screws up World relays, they have to count on being TOP in the matter of time. And world indoor champs for some might be a great opportunity to even attack a national record or to have a "back up time" in case they screwed up in Bahamas 😄😄
