And if we include tier-2/3 cities like Bhopal, Chandigarh, etc. and included rivers/lakes within 100km of tier-1/2 cities, there could be many more options.

That's not what I said     When looking for lakes, I assume there are definitely options available (or are there also lesser-known rivers close to population centers that are not extremely polluted?).
