Quota places are allocated to the NOC(s).
The 3x3 Federation Ranking List is calculated based on the federation points of each NOC. Each NOC’s ranking in the respective gender is the result of the sum of the ranking points of their top 25 national players with a confirmed play.fiba3x3.com account. In this context, each player ranking points is calculated based on the points collected considering only the results of the best nine FIBA-endorsed events on the last 12 months prior to 1 November 2023.
The two or three (depending on the assignment of a host country place) highest ranked NOCs per gender on the 3x3 Federation Ranking List will each earn one quota place for their NOC to the Olympic Games Paris 2024. However not more than two (2) NOCs from the same continent (the 5 continents of the Olympic Movement being Americas, Europe, Africa, Asia and Oceania) can earn a quota under this scenario.
In the event of a tie in the 3x3 Federation Ranking List between two or more NOCs, the criteria to determine the team(s) earning a quota place for their NOC will be based on which NOC(s) has (have) the highest ranked player (with a confirmed play.fiba3x3.com account) in the given gender. This tie-breaker system will also apply to any situation under which a quota place is to be assigned under any of the scenarios explained further below in the qualification pathway.
Eight (8) teams per gender are eligible to participate in the 2024 FIBA Universality-driven Olympic Qualifying Tournament 1 as per the following criteria and in the following order:

1. The respective host NOC of 2024 FIBA Universality-driven Olympic Qualifying Tournament 1, if not yet qualified in the corresponding gender to the Olympic Games Paris 2024, and in case the 2024 FIBA Universality-driven Olympic Qualifying Tournament 1 Host’s NOC has already qualified, the 2024 FIBA Universality-driven Olympic Qualifying Tournament 1 Host may propose a replacement to FIBA.

2. The seven (or more) highest ranked NOCs of the 3x3 Federation Ranking List not yet qualified directly to the Olympic Games Paris 2024 through the 3x3 Federation Ranking List.

3. Only NOCs that have not been represented in 5v5 Basketball (irrespectively men or women) in the past two editions of the Olympic Games are eligible to participate in the 2024 FIBA Universality-driven Olympic Qualifying Tournament 1.
NOCs which have qualified directly to the Olympic Games Paris 2024 in the respective gender through the 3x3 Federation Ranking List cannot compete at the 2024 FIBA Universality-driven Olympic Qualifying Tournament 1.
If an invited NOC does not accept the invitation or for any other reason is unable to participate in the 2024 FIBA Universality-driven Olympic Qualifying Tournament 1, the next highest ranked and eligible NOC(s) in the 3x3 Federation Ranking List, not already qualified directly to the Olympic Games Paris 2024 will be invited to participate to the 2024 FIBA Universality-driven Olympic Qualifying Tournament 1, subject to the above-mentioned criteria.
16 teams per gender are eligible to participate in the 2024 FIBA Olympic Qualifying Tournament as per the following criteria and in the following order:

1. The respective host NOC of the 2024 FIBA Olympic Qualifying Tournament, if not yet qualified to the Olympic Games Paris 2024 and in case the 2024 FIBA Olympic Qualifying Tournament Host’s NOC has already qualified, the 2024 FIBA Olympic Qualifying Tournament Host may propose a replacement to FIBA;

2. The host NOC of the Olympic Games Paris 2024, if not yet qualified to the Olympic Games Paris 2024 or to the 2024 FIBA Olympic Qualifying Tournament;

3. The 14 (or more, if host NOC of the 2024 FIBA Olympic Qualifying Tournament and/or the NOC of the Host country of the Olympic Games Paris 2024 is/are already qualified) highest ranked NOCs of the 3x3 Federation Ranking List not yet qualified to the Olympic Games Paris 2024;

4. A minimum of 2 teams per gender from the same zone (whereas zones are Asia & Oceania together, Americas, Europe, and Africa) shall participate in the 2024 FIBA Olympic Qualifying Tournament.

5. A maximum of 10 teams per gender from the same zone (whereas zones are Asia & Oceania together, Americas, Europe and Africa) shall participate in the 2024 FIBA Olympic Qualifying Tournament.
NOCs which have already qualified to the Olympic Games Paris 2024 will not be allowed to compete at the 2024 FIBA Olympic Qualifying Tournament.
If any invited NOC does not accept the invitation or for any other reason is unable to participate in the 2024 FIBA Olympic Qualifying Tournament, the next highest ranked and eligible NOC(s) in the 3x3 Federation Ranking List, not already qualified to the Olympic Games Paris 2024, will be invited to participate to the 2024 FIBA Olympic Qualifying Tournament, subject to the above-mentioned criteria.
