    C. ATHLETE ELIGIBILITY

    Compliance with the Olympic Charter and other relevant rules

    All athletes must respect and comply with the provisions of the Olympic Charter currently in force, including but not limited to Rule 41 (Nationality of Competitors) and Rule 43 (World Anti-Doping Code and the Olympic Movement Code on the Prevention of Manipulation of Competitions).

     

    Only those athletes who respect and comply with the Olympic Charter, the World Anti-Doping Code, and the Olympic Movement Code on the Prevention of the Manipulation of Competitions, including the conditions of participation estabilisted by the IOC, plus the rules of FIS, may participate in the Olympic Games Milano Cortina 2026.

    1.

    Two (2) World Curling Championships (WCC) leading up to the Olympic Winter Games 2026.

    Women's, Men's and Mixed Doubles

    The eight (8) highest ranked National Olympic Committees (NOCs) from a list generated by points earned at the 2024 and 2025 WCC (Women's Competition and Men's Competition) will qualify for the Olympic Winter Games 2026 Curling Competitions. The list will be published on the World Curling's website.

    Olympic Qualification Points for WWCC and WMCC events will be awarded as follows:

    Ranking, tied positions

    "Rule C9. Team Ranking Procedure / Draw Shot Challenge" as stated in the Rules of Curling and Rules of Competition (can be downloaded here) will be used to rank teams at the WCCs.

    1.2

    Elimination in the event of a tied position

    If after the 2025 WCC, there are more than seven (7) NFs/NOCs (in addition to the Italian NOC) eligible for the Olympic Winter Games Milano Cortina 2026 Curling Competition because of the equal number of accumulated points, the elimination will be conducted on the basis of the following criteria.

    1. In the event that two (2) or more NFs/NOCs are tied so that an elimination of one (1) or more of these teams is necessary, the NF/NOC with the latest WCC appearance will be the preferred NF/NOC. For example, if two (2) NFs/NOCs are tied for the 7th place after the 2025 WCC, and one (1) of the NFs/NOCs participated in the 2025 WCC and the other NF/NOC did not, then the NF/NOC which played in the 2025 WCC will be preferred and the other NF/NOC will be eliminated.

    2. In the event of a tied situation and Criteria No.1 is insufficient to eliminated the necessary number of NFs/NOCs, the ranking between the teams in the 2025 WCC will be the deciding factor, or 2024 if that was the latest appearance of the NFs/NOCs that are tied.

    3. Should there be a situation where in fact neither Criteria No.1 nor Criteria No.2 can eliminate the necessary number of teams, the elimination will be done by a play off between the tied teams at a time and venue to be decided by World Curling. If the tied teams are involved in the 2025 WCC, the play off will take place there.

    Olympic Qualification Event (OQE)

    The top two (2) NOCs from the Olympic Qualification Event (OQE), as indicated below, will qualify for the Olympic Winter Games Milano Cortina 2026 Curling Competitions.

    The OQE is run by World Curling in December 2025 (exact date TBD*). The following NOCs will be eligible for participation in this event:

    Men's and Women's OQE

    Eligibility for participation in OQE:

    • The NOCs ranked 9-13 from the ranking list created from the results of the WCC 2024/2025
    • The top three (3) NOCs from Pre-Qualification Event (as described below) to be run by World Curling in Autumn 2025 (exact date tbc)

    Men's and Women's Pre-Qualification Event

    Eligibility for participation in Pre-Qualification Event:

    • Any NOC that qualified for the 2024 or 2025 WCC but did not qualify directly to the Olympics or to the OQE
    • Any NOC that qualified for the A Division in the European Curling Championships or the A Division in the Pan Continental Curling Championships (PCCC) 2024 or 2025 but have not already qualified directly to the Olympics or to the OQE.

    Meixed Doubles OQE

    Eligibility for participation in OQE:

    • Any Mixed Double's NOC that qualified for the 2024 or 2025 WCC but did not qualify according to D.1,
    • If this results in fewer than sixteen (16) teams in the event, then the next highest ranked NOC from the World Curling Nations Mixed Doubles Ranking List as of 1 May 2025 will be invited until all 16 spaces in the MDOQE are filled.

    The top 2 NOCs to qualify from the OQE will qualify for the Olympic Winter Games 2025 Curling Competitions.

    2.1

    The deadline date for entry into the OQE is 31 May 2025.

    2.2

    The format of the OQE will depend on number of entries and will be designed World Curling accordingly.

    National Federation Representing Great Britain

    The three National Federations from Great Britain; England, Scotland, and Wales - are all eligible to participate in World Curling Championships. However, by an agreement between the Curling Federations of Scotland, England, and Wales, only Scotland will be allocated Olympic qualifying points for Great Britain in 2024 and 2025. If required, only Scotland, representing Great Britain, will be allowed to enter the Pre-Qualification event or the OQE.

    HOST COUNTRY PLACES

    The Host Country CONI is allocated a place in each of the three (3) curling events. There are no performance requirements that need to be met by the Host Country for this allocation to be granted for the Olympic Winter Games Milano Cortina 2026.

    If CONI does not finish in the top eight (8) places of the respective event, as they will qualify automatically for the Olympic Winter Games 2026 Curling Competition in that event (Women's or Men's or Mixed Doubles) through the allocation of the host country quota place only the seven (7) highest ranked NFs/National Olympic Committees (NOCs) will qualify.

    E. CONFIRMATION PROCESS FOR QUOTA PLACES
    CONFIRMATION OF QUOTA PLACES

    Following the conclusion of each event, World Curling will publish the results on its website (www.worldcurling.org).

    World Curling will confirm in writing to the NOCs within two (2) weeks after the last day of each event, or latest by 31st May 2025, the quota places they have been allocated. The NOCs will then have until 30 June 2025 to confirm to World Curling if they wish to use these quota places, as detailed in section G. Qualification Timeline.

    CONFIRMATION OF HOST COUNTRY PLACES

    The Host Country must confirm in writing to World Curling by 31st May 2025 the use of its Host Country Places.

    F. REALLOCATION OF UNUSED QUOTA PLACES
    REALLOCATION OF UNUSED QUOTA PLACES

    If any allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or if the quota place(s) is/are declined by the NOC, the quota place(s) will be reallocated to the next highest ranked eligible and not yet qualified NOC from the Olympic Qualification Event (OQE). This process will be repeated until all quota places are filled.

    REALLOCATION OF UNUSED HOST COUNTRY PLACES

    If the Host Country declines its Host Country place in any competition, the quota place will be reallocated to the next highest ranked eligible and not qualified NF/NOC from the Olympic Qualification Event. This process will be repeated until the quota place is filled.
