I understand, your reasoning could obviously be applied by IOC and Boxing WG.  But not necessarily.

 

Cindy earned a normal quota and I think she was just incorporated into the Refugee Team as she has no other NOC.

Don't see why they would have added a new quota, as she won her quota in a competitive fashion and is a competitive athlete.

Olympic seeding is out. Draw was random for the continental champions with either Africa or Oceania gauranteed to be seeded 5th so whether a boxer is seeded 1st 3rd or 4th doesn't matter, what does matter is the boxer that is opposite them in a hypothethical quarter final and semi final although given the quality of unseeded boxers in most of these divisions we won't see that many of these potential matchups. Silver medallists from Europe, Africa and Asia randomly seeded 6th, 7th or 8th. In some of these weightclasses like M71kg all being seeded really does is gaurantee you a bye into the last 16.

They haven't seeded any of the qualification tournaments so maybe they just don't although that would gaurantee some very strange medals. My guess is they probably do include seeds and just end up seeding the European/ Asian and American champions along with either the African or Oceanian champion but I don't really have anything to base that on.

The 4 first seeds will be the continental champions, according to a source - not sure if its true or not, but

Brazil is doing a very serious job in boxing since late 2000s at least, probably one of the best examples of PanAm Games and OG legacy for sport.

 

And Cuba... well, they are having many issues with sports, not only boxing.

they don't do this anymore. As in BMX cycling, where a guy from RSA was the last at World Championships and guaranteed a quota to Paris.

Sometimes I think about providing Olympic consulting to small nations in the Pacific and Africa.

 

Not sure if they are interested, but if they properly read Olympic Qualification Documents they could even double up their number of athletes...
