It’s just a great weasel word.   We all want  to come back to International sport "when they are in compliance". But there are very differing opinions on what that means.

I doubt that.  It will mean only a doping rubber stamp and a promise not to swear at the ice skating moppets in public,

"once it returns to compliance" would mean it renounces its claim to Crimea... Can't see that happening any time soon.
