then I will recalculate the water polo quotas by country, I had calculated 13 quotas, I will count 12. thank you

But this +1 can also represent the alternate athlete. So, I don't know hahah

I think substitutes are usually not counted for the provisional team sizes because they are technically not Olympic athletes, and they can only become one if they will actually be part of the team for at least one match. So for example in fencing the +1 athlete will be counted in the end if they will fence during a match after a substitution, but for now the team size is 3.
