The rules aren't always very clear (other than it must be a tripartite eligible nation). In 2016 they gave Angola a quota in the laser despite already having one in men's 470. Guess I was right in the end: FIG is twisting the rules so they can invite to the Olympics and, at the same time, guarantee that qualifies for the first time in gymnastics. This would also probably explain why Sri Lanka was not offered a tripartite quota in rhythmic gymnastics; FIG was saving this twist until the end so they could be "generous" and give Sri Lanka an invitation in artistic gymnastics instead, despite their gymnast qualifying by her own merits.
